This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Budget Analyst develops, compiles, coordinates, reviews, analyzes, edits, and submits assigned segments of annual Operating Budget which reflects total obligations and expenses for the fiscal year along with detailed labor and position plans to be used in accomplishing the missions.

Help
  • Consolidates data for use by top management in evaluating previous performance, revising current projections and schedules determining the need for revised projections and schedules and forecasting future program requirements.
  • Prepares or monitors preparation of required periodic and special reports.
  • Provides budget and funding information on request to higher echelon.
  • Reviews costs accounting and finance accounting records to verify they are current and consistent with program requirements.
  • Budget Analyst develops, coordinates, and/or submits/manages portions of the ACE-IT annual operating budget.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain Financial Management Level 2 Certification in accordance with National Defense Authorization Act (NDAA) , Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09 Qualifications:

Specialized Experience: One year of specialized experience which includes: 1) Monitoring budget information in a financial management system; AND 2) Providing financial data to assist leadership in making informed budgetary decisions; AND 3) Determining cause and nature of expenditure variations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Business Administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11 Qualifications:

Specialized Experience: One year of specialized experience which includes: 1) Creation of annual multi-million dollar budget and analyzing/monitoring budget information in a financial management system; AND 2) Interpreting budgetary guidelines, policies, and procedures for an organization; AND 3) Ensuring proposed budget corrective actions are supportive of organizational mission. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, Business Administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
