  • Serves as the Program Manager (Applications Technology Specialist) and technical lead for USACE wide Construction Management Automated Information Systems
  • Requires comprehensive knowledge and an in-depth understanding of the mission objectives according to applicable guidance and directives to anticipate major programming needs/problems.
  • Coordinates, develops, and provides authoritative interpretations of DA and USACE policies regarding program applications, schedule control and software development cycle.
  • Analyzes, plans, develops, and maintains policies, procedures, and tools to ensure information technologies and tools are available to support the end user.
  • Implements processes to capture information from the databases for which the incumbent is responsible and guides abstraction of data.
  • Coordinates, develops, and provides authoritative interpretations of DA and USACE policies regarding program applications, schedule control and software development cycle.
  • Oversight of design, development, testing, or training of construction management/construction contract administration systems.
  • Oversight on cyber security processes to ensure AIS systems compliance.
  • Provide timely and effective guidance to the Department of Army (DA), U.S. Army Corps of Engineers (USACE), and its clients on the management of construction programs.
  • Applies an extensive knowledge of effective principles and practices in conjunction with policies, regulations, and procedures related to the programming, planning, design, development, and implementation of automated construction modules.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualification for GS-13: One year of experience equivalent to the GS-12 grade level in the Federal service. Your Resume should reflect at least two of the experience performing tasks such as: knowledge of effective principles and practices in conjunction with policies, regulations, or procedures related to the programming, planning, design, development, or implementation of automated information systems; Responsible for oversight of design, development, testing, or training of construction management/construction contract administration systems; Working with application developers to develop customized configurations to accommodate customer's needs; Implementing processes to capture information from the databases for which the incumbent is responsible and guides abstraction of data; Overseeing cyber security processes to ensure AIS systems comply. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
