Duties

Help
  • You will be responsible for the mechanical analysis and design of Naval ships/submarines, including requirements generation support, concept studies, preliminary and contract design.
  • You will develop major Shipalts, major modernizations, conversions and repairs, development advanced analytical methods, conversions and repairs.
  • You will perform special studies and will patriciate in special project teams located in any part of the Naval Sea Systems Command.
  • You will consult with Ship Design Managers, Program Managers, Technical Warrant Holders, Deputy Warranting Officers, Chief Engineer (CHENG), Program Executive Office (PEO) staff and other top officials.
  • You will plan future engineering aspects of program development, deployment, operation and maintenance.
  • You will plan and conduct investigations, risk assessments, analyses and design modifications of subsystems and other shipboard equipment.
  • You will develop mechanical engineering guidelines for command headquarters and for field activities.
  • You will advise Fleet, SECNAV, OPNAV, NAVSEA, and field activities on difficult or controversial matters, such as modifying systems to meet new, demanding performance requirements.
  • You will advise on how to deal with new technologies for which no precedent exists, plan for future system expansion, or cope with emergencies.
  • You will represent NAVSEA as the agency's mechanical engineering expert and consultant for reaching engineering compromises and agreements with management and engineers inside/outside of NAVSEA as well as contractors.
  • You will review, evaluate and advise such individuals on effectiveness, technical adequacy and suitability of their work and their recommendations.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current Level III certification in the acquisition Career Field: Engineering Code: N. Engineering Certification is required within 24 months of assignment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-12/13 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading mechanical analysis and design to optimize design, operation, and maintenance while ensuring the implementation of new methods, risk assessments, and engineering guidelines for the modernization, repair, and new development of Naval ships or submarines.

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. The salary range shown in the announcement represents all of the positions within the NH-4 broadband level, however the salary range for this position is capped at GS-15, step 5, currently $185,824. If your current salary is above this amount, your salary may be matched.

This position is covered by the Department of Defense Priority Placement Program.
