Help

You will be responsible for performing the following duties:

  • The incumbent must have the ability to manage or oversee the progress of several concurrent agile and waterfall projects. Works with the supervisor regarding discussions with contractors and/or government team members relating to technical and project management issues. Reviews and evaluates deliverables. Works with supervisor to forecast and track progress, performance, and costs to effectively manage project funding. Confers with the supervisor to determine appropriate decisions to assure projects meet identified objectives, employs innovative technical and project management skills to ensure successful project completion, develops technically sound project conclusions and recommendations and accomplishes all within budget. Maintains liaison with academic communities and professional groups to ensure expanding competence in the field and to stay abreast of the state-of-the-art technology. Also maintains contacts with government and private industry to enhance technical knowledge and skills and improve the overall capability and effectiveness of the division.
  • Performs analysis and provides recommendations. Develops strategies and methods, collects appropriate data, analyzes results, and provides specific recommendations for standards, procedures, and best practices for implementation within internal and external GSA organizations.  Provides acquisition support as necessary, including input to detailed statements of work for technical services and products. Helps evaluate the technical accuracy and priority of products and services furnished under these contracts. Performs on-going support as required.  May be asked to serve as the Contracting Officer's Representative (COR) if certified and prepare or oversee preparation of technical statements of work and monitor the progress of the contract. Provides management and advice for all aspects of contract administration ensuring GSA's IT is functioning properly and optimally to meet customer IT needs.
  • Prepares Agile and Waterfall project documents, artifacts, and various templates, charters, Project Plans, kickoff documents, in-progress reviews, closeout reports that track project progress. Estimates and reports to the supervisor on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks. Reviews information systems hardware and software design, communication systems design, hardware and software performance analysis, capacity management, information engineering, system architecture development and evaluation, system and data security, information center evaluation, system integration, software development, database management, charging systems design and implementation, automated operations planning, configuration management, system and staff quality assurance, or facility engineering.

The GS-12 salary range starts at $86,962.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. 

Applicants applying for the GS-12 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-11 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.

Customer Service -  This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.

Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.

Problem Solving -  This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS

Specialized experience is defined as initiating and/or leading agile projects involving the development documentation, and evaluation of systems requirements (user stories) and user acceptance criteria, leading agile teams, and analyzing, planning, and directing modeling and task flow creation, conducting usability testing and designing support of software solutions.

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of and ability to apply information technology (IT) concepts, principles, methods, and industry standards and practices to perform a variety of complex IT assignments.
  2. Knowledge of the mission, business and technical requirements of customer organizations (including their operating systems, protocols, and equipment) and customer support principles, concepts and methods to provide training, technical guidance and problem resolution on varied IT issues.
  3. Knowledge of systems design tools and techniques; design practices and standards; structured analysis methods and principles; analytical reasoning and methods; and project management principles to evaluate IT requirements, translate business requirements into technical IT specifications; advise on the merits of proposed IT projects; and plan for future IT needs.
  4. Knowledge of agency and Federal acquisition management policies, procedures, regulations, and contracting methods sufficient to evaluate contractor proposals and monitor contract performance.
  5. Knowledge of IT systems and capabilities to plan, integrate, configure, ensure interconnectivity between remote sites and to troubleshoot IT related problems.
  6. Skills and abilities in the areas of business process reengineering; capital planning and investment analysis; cost-benefit analysis; basic contracting and procurement methods and techniques; financial and risk management; quality assurance; and requirements analysis

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
