Duties

Help
  • Develop, interpret, revise and implement safety standards specific to the transportation of military munitions by rail, maritime and motor, to ensure alignment with DoD and other federal regulations.
  • Investigate transportation-related accidents involving DoD ammunition and explosives (AE), determine root causes and develop preventive measures to mitigate risk of recurrence.
  • Monitor compliance with federal regulations, including 49 CFR and DoD guidance related to the safe transportation of military munitions.
  • Draft and review policies and procedures to ensure the safe handling, storage, and transport of explosives. Provided technical guidance to subordinate units and commercial carriers to maintain safety standards.
  • Evaluate the effectiveness of commercial motor carrier safety programs, explosives safety programs and transportation systems (e.g., Defense Transportation Tracking System).
  • Recommend and implement improvements to reduce risk and enhance program effectiveness.
  • Assists on all matters/issues relating to the transportation of military munitions, emergency response issues and public safety.
  • Identify risks and develop mitigation strategies to protect personnel, infrastructure, and the public.
  • Engage with internal and external stakeholders, including military Services, commercial carriers, regulatory agencies, and industry representatives.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the selectee be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes1) Conducting compliance audits to ensure compliance with federal regulations for transporting hazardous materials safely; 2) Creating policy for the safe transportation of hazardous and explosive materials; 3) Investigating transportation-related accidents to determine root causes; AND 4) Providing recommendations to mitigate potential risk. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
