Duties

Help

You will:

  • Formulate and implement international policy related to OECA's goals of enforcing environmental laws, as well as develop and update multi-year regional strategies.
  • Collaborate with Office of International and Tribal Affairs (OITA), other National Program Managers (NPMs), and the Regions for planning and implementing enforcement and compliance assurance engagement and capacity building in priority countries and regions.
  • Advise and counsel senior management on the program's use of resources, strategic planning, metrics, and results, and represent OECA in all agencies planning efforts on environmental enforcement and compliance internationally.
  • Provide advice to OECA and Agency senior management on program development.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

Qualifications

 NOTE:  You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement.

In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below:

To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as experience negotiating and defending policy positions, and/or collaborating with key stakeholders for planning and implementing enforcement and compliance assurance engagement and capacity building internationally, and/or providing authoritative interpretation and technical advice to higher management, and/or establishing and monitoring performance measures to assess the effectiveness of major international programs. 

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 

  • Knowledge of formulation and implementation of foreign policy.
  • Ability to provide clear, well-developed policy and program options for consideration by senior leaders.
  • Knowledge of political, cultural, and environmental issues of other countries or regions.
  • Ability to build coalitions.
  • Ability to collaborate with a wide variety of partners to advance major environmental policy.
  • Ability to identify, analyze, and develop recommendations related to environmental enforcement and compliance assurance.
  • Ability to establish outputs and outcomes.
  • Ability to track and analyze program results.
  • Knowledge of international relations and global affairs.
  • Skill in oral communication.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

  1. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

    or

  2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

    or

  3. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
