Duties

Help
  • You will develop and render authoritative interpretation of executive orders, OMB guidance within and across agency lines.
  • You will analyze data for various financial reports (e.g. budget formulation, budget execution, accounting, audit readiness).
  • You will interpret financial data to incorporate into reports for managers.
  • You will analyze financial management practices to validate adherence to regulatory requirements.
  • You will review financial expenditures to determine compliance with laws and regulations.
  • You will assign work to subordinates based on employees’ capabilities, priorities and difficulty.
  • You will develop performance standards and evaluate employee performance.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position requires a State Criminal History Repository (SCHR) check to be completed on any person selected for this position. Must be willing and able to submit to a SCHR check.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:COMPREHENSIVE, DETAILED KNOWLEDGE AND UNDERSTANDING OF THE DEVELOPMENT AND EVALUATION OF EMPLOYEE PERFORMANCE. UNDERSTANDING PRINCIPLE OF EMPLOYEE COUNSELING, DISCIPLINE, MENTORING, RESOLUTION OF EMPLOYEE ISSUES/COMPLAINTS. COMPREHENSIVE, DETAILED KNOWLEDGE AND UNDERSTANDING OF BUDGETARY POLICIES, PRECEDENTS, PROCEDURES, REGULATIONS, AND GUIDELINES OF A FUNCTIONAL AREA TO INCLUDE PLANNING, FORMULATION (POM), AND EXECUTION. INTENSIVE KNOWLEDGE OF ADMIN AND FINANCIAL MANAGEMENT SYSTEMS (SABRS, PR BUILDER, WAWF, PBIS). SKILL IDENTIFYING, ANALYZING AND RESOLVING BUDGETARY PROBLEMS SUCH AS DEVELOPMENT OF ALTERNATIVE METHODS OF FUNDING. SKILL IN LABOR MANAGEMENT AND PAYROLL FUNCTIONS. SKILL WITH DEFENSE TRAVEL REGULATIONS AND SYSTEMS SKILL IN PROVIDING HIGH DEGREE OF SKILL IN FINANCIAL MANAGEMENT ANALYTICAL REASONING AND ABILITY TO APPLY SKILL TO THE IDENTIFICATION, ANALYSIS, AND CONCEPTUALIZATION OF BUDGETARY PROBLEMS AN DEVELOP ALTERNATIVE SOLUTIONS. SKILL IN PRINICIPLES OF ACCOUNTING, INTERPRETING FINANCIAL STATEMENTS, DETERMINING AREAS FOR IMPROVEMENT AND UNDERSTANDING THE DYNAMIC OF MANAGERIAL VERSUS FINANCIAL ACCOUNTING TO ACCURATELY RECORD TRANSATIONS FOR REPORTING AN DECISON MAKING PURPOSES. COMPREHENSIVE, DETAILED KNOWLEDGE OF AUDIT AND REVIEW PROCEDURES TO ENSURE COMPLIANCE WITH GAO AUDIT STANDARDS.
