The position serves as Cataloging Technician, in the Music Bibliographic Access Section (MBAS), Music Division located in the Special Collections Directorate (SCD), Researcher and Collections Services (RCS) within the Library Collections and Services Group (LCSG) at the Library of Congress (LC). The position reports to the Supervisory Librarian of the Music Bibliographic Access Section and performs technician duties for acquisitions, cataloging, and serial control of the collections.

Plans and carries out procedures to acquire library materials via exchange, transfers, approvals, copyright or purchase.

Performs searches of reference sources, which can include print, automated files, and internal and external databases. Contacts suppliers by telephone, letter, or electronic means to verify acquisition information regarding recommendations to acquire library material for collections. 

Receives, inspects, and processes library material in all formats received from all sources, (governmental, exchange, and purchase). Prepares acquisition acknowledgment letters. Assists in determining material that needs to be claimed and issues appropriate claims to suppliers. Processes cancellations or adjustments to acquisition records.

Uses standard techniques to perform further sorting and distribution from items not destined for the collections. Identifies items for the Duplicate Material Exchange Program (DMEP), the National Agriculture Library, the National Library of Medicine, for surplus, and for discard.

Records receipts for all formats acquired (e.g., bound and unbound ink prints, microforms, CD-ROMs, special formats) and updates entries in online or manual files. Independently performs serial control activities in an on-line environment. Resolves a wide variety of editorial problems such as duplicate entries, additions or changes to treatment and selection decisions, updates to reference or routing assignments, consolidation of holdings, or claiming of missing items.

Assists Library Technicians with basic training sessions for new employees in acquisition duties. While basic guidelines exist, there is application of personal knowledge and experience to train technicians in non-standard situations not covered by existing guides. Reviews and spot-checks the work of less experienced library technicians, temporary staff and interns, who are graded up to the 7 level, in acquisition support related matters.

Provides the elements of copy cataloging for a variety of materials and formants in an automated cataloging environment. Searches entries in automated and manual catalogs. Performs content designation of newly created and updated bibliographic records (IBCRs). Refers problems and items needing authority work to senior staff.

Shelf lists some materials independently, adjusting procedures as needed. Consults the shelf list or the appropriate classification schedule to verify whether the class number assigned in consistent with the subject headings. Identifies incorrectly cataloged items and then consults with librarian before correcting the problem. Investigates and interprets authority records to ensure accuracy of series treatment, analysis, form of numbering, and call number. Refers complex series problems to librarian for resolution.

Receives and accessions various types of material. Searches collection data in large in-house databases. Logs materials into and out of the workflow. Distributes materials to the appropriate section, shelf, or individual cataloger. Creates labels for materials and performs other end-stage processing tasks. Routes accessioned and processed materials within the Library according to the Division's best practices.

Responds to patron's routine questions regarding services to publishers, and other specialized library services. Provides forms and instructions for securing these services. Provides technical information in clear, straightforward language. Provides referrals to library and non-library services such as ISSN, Copyright, CIP, ISBN, U.S. Postal Service, Patent and Trademark Office, etc., based on knowledge of these services and their missions.

Performs special searches of various computer and card catalogs and files to locate and/or verify bibliographic or acquisitions data in support of various library functions for acquisitions and cataloging.  Searches online databases, such as LC/ILS or OCLC, to locate records for material in hand.  Recognizes the need for alternative search strategies to locate records.

Physical Demands

The work primarily involves utilization of a computer at a desk. Some walking, standing, bending or carrying of light items while shelfing and retrieving materials occurs in the course of doing tasks, but does not require special physical demands. There is no excessive or routine heavy lifting. The work requires some physical exertion, for recurring activities including bending crouching, stooping, stretching, and reaching; pushing loaded book trucks; or recurring lifting of moderately heavy items such as boxes of books, journals or specialized library collection materials. 

Library of Congress employees are prohibited from using illegal drugs, including marijuana. Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of library metadata, acquisitions, and cataloging rules, practices and procedures. **

Skill in attending to detail. **

Ability to use information systems, email systems, databases, and computerized search tools and equipment. **

Ability to manage and prioritize workloads.

Ability to provide customer service while exercising judgment and discretion.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
