Duties

Help
  • Analyzes, researches and designs new or modifies existing training curriculum and materials, training needs assessments, and develops a timeline for completion of new course development and modifications to existing courses.
  • Designs new courses or modifies existing course curriculum based on input from instructors, management, and other subject matter experts.
  • Develops comprehensive instructional materials, training aids and devices.
  • Manages implementation and oversight of instructional design projects.
  • Writes white papers and makes presentations on instructional design, development technology, and/or interactivities. Assists faculty with copyright permissions and textbook orders.

Qualifications

Basic Requirement: All applicants must have:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  • Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.

In addition to meeting the basic requirement, qualified applicants must possess specialized experience:

Specialized Experience is defined as:
I have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to the GS-09 if outside the Federal service. Specialized experience is defined as: 1) designing instructional material; 2) organizing data; and 3) developing plans for educational and training needs.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-11 SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. You MUST provide transcripts to validate substitute of education claim.

Official Transcripts: If the position you are applying for has a positive degree requirement or education forms the basis for qualifications (i.e. you would not qualify without the education obtained), you MUST submit transcripts with your application.

  • FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. It is your responsibility to provide such evidence when applying or prior to appointment as outlined above.
    • Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
