The incumbent serves as the Interior Designer in the Planning and Activations section of Facilities Management Service at the VA Puget Sound Healthcare System (VAPSHCS) Seattle and American Lake, Washington, and serves as a consultant for all services within the two Medical Centers, offsite lease properties, Community Based Outpatient Clinics {CBOCs), contracted clinics, transitional housing, and Vet Centers.

Help

Duties include but not limited to:

  • Develops, maintains and implements the interior design Three Year Plan by establishing priorities, evaluating requests and developing long and short term interior improvement projects. Incumbent prepares conceptual drawings, floor plans, finish schedules, furniture replacement schedules, delivery schedules and related estimated costs.
  • Initiates and aids in development of all station construction projects. This includes reviews of all projects involving interior modification. Gathers pertinent input data from inter-product line sources, analyzes station operation to determine and define space requirements, workflow, work functions, and work relationships.
  • Administers service contracts for interior design projects such as with the installation of artwork, carpet, drapery, custom millwork and systems furniture. The Interior Designer will be responsible for the design, cost estimates, inspecting the work and certifying that the final product meets contract specifications.
  • Manages administration of funds and budgetary controls pertaining to all new furnishings and materials along with contract moving and storage services. Incumbent develops plans and specifications for interior design renovations. Incumbent develops budget information for submission with the service line budget. This responsibility also includes inventory control on items in stock.
  • Administers the interior signage program that includes the procurement and placement of all interior signs.
  • Organizes all replacement changes, maintenance guidelines, ordering specifics and installation of signs as needed. Also, verifies that the graphs for all facilities both existing and planned, comply with the federal Accessibility Standards.
  • Develops the paint schedule for in-house projects. Takes into account the present and future renovation projects, condition of existing paint, color selections, type of paint finish best suited for an area and availability of labor resources.
  • Manages and controls Interior Design budget.
  • Addresses historic preservation issues.
  • Serves as liaison to professional institutions to promote professional interior design programs throughout the VA and federal sector.
  • Develops and maintains a comprehensive resource library of interior design literature consisting of contract and non-contract literature dealing with all aspects of the design field.
  • Prepares designs, specifications, estimates, and procurement documents, and applies a broad knowledge of methods and standards to diverse work complexities. Ensures design adheres to the established guidelines and regulations, and is compatible with the Medical Center's long range plan.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 12/13/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for the 1008 occupational series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).
Education: Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination (Transcript required).
OR
Specialized Experience: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as:

  • Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment.
  • Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings.
  • Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public.
  • Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context.
  • Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. This experience must be supported by your resume to be creditable.
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing interior spaces of all organizational areas within the medical center, or outlying clinics to identify and develop interior construction, contracting, facility operation (such as: cost estimates, bid proposals, negotiations, contract awards, maintenance requirements, traffic patterns, security, and fire protection) ensuring the design adheres to the established guidelines and regulations to enhance a healing environment across the medical center.
OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M. with a Major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination, that provided the knowledge, skills, and abilities necessary to do the work of this position. (Transcripts required).
OR
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 2 full years of progressively higher level graduate education leading to such a degree. NOTE: Transcript(s) Required. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) (Transcripts required).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The majority of work requires only moderate physical effort. At times the incumbent will be required to stand long periods of time, walk a lot, stoop, bend, climb, crawl, work in cramped and awkward positions. Incumbent must have good eyesight, depth and color perception.
