As a basic requirement for entry into the SES, each applicant must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of executive-level management capabilities that are directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant.

Serves as a full deputy to the Associate Director, directing the management of AQD. Serves as Chief of the Contracting Operations Office and as a senior acquisition subject matter expert for the IBC. Is responsible for providing management and oversight of all contracting operations within the IBC.


Serves as a responsible official on policy and program matters pertaining to acquisitions and establishes strategic goals and objectives designed to assure the accomplishments of the mission of the IBC and the Acquisition Services Line of Business (LoB).

Oversees the establishment of acquisitions policies and practices consistent with the Office of Management and Budget (OMB) and DOI's Office of Acquisition and Property Management (PAM).

Ensures policies and practices utilize industry best-practices. Effectively manages the development and evolution of IBC policies and practices, including awareness and training, to ensure currency and compliance.

Manages major programs involving the acquisition of supplies, services, construction, information technology, research and development, consultant services, and other goods and services using sole source and competitively awarded contracts, grants, cooperative agreements, and other transactions.

Provides executive leadership and collaboration with customers to ensure customer needs are identified and met through program execution. Meets with top-level representatives of customer offices to review and analyze complex technical requirements associated with major acquisitions.

Directs the work of the Contracting Operations Office to assure that all phases of the procurement process are accomplished in a timely and accurate manner, directs work assignments, and provides technical guidance, as appropriate. Oversees the contracting workforce to ensure projects are assigned strategically across the contracting activity.

Ensures full cost recovery of Acquisitions Services LoB services consistent with federal, departmental, and IBC costing and pricing standards.

Ensures that IBC has adequate internal controls over the acquisition function and that acquisition programs comply with the Federal Acquisition Regulations (FAR). Ensures compliance over the purchase card program. Manages all departmental acquisition data and reporting requirements.

Promotes open and effective communication and collaboration with departmental and IBC employees, customers, contractors, and staff. Works closely with DOI advisory boards and stakeholders, other federal customers, and vendors to ensure service requirements are being met and any deficiencies are corrected.

Serves on the IBC Executive Leadership Team which works collaboratively to develop and implement strategic direction, alignment, and engagement for IBC in support of the IBC.

Qualifications

Executive Core Qualifications (ECQ's)- *Required Documentation*

The Office of Personnel Management has identified five executive core qualifications (ECQs). The ECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQs are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. The ECQs were designed to assess executive experience and potential-not technical expertise.

Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

Mandatory Technical Qualifications (MTQs)- *Required Documentation*

MTQs are designed to assess an applicants experience relevant to the specific position requirements. Each MTQ narrative response must 1.) not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results.

1. Demonstrated knowledge of acquisition laws, regulations, directives, objectives, and principles to provide oversight and technical advice on the administration of an acquisition program to manage all contractual aspects of an acquisition program that meets the needs of the Interior Business Center and its extensive customer base.

2. Demonstrated knowledge of the latest procurement procedures and techniques (e.g., sophisticated pricing arrangements, cost accounting, and total ownership cost) sufficient to plan, develop, implement, maintain, and administer all contractual aspects of an acquisition program.

3. Knowledge and skill in managing a variety of concurrent contractual activities in a full cost recovery fee model with competing demands and priorities through the delivery of high quality, timely, and effective customer service in support of the Department and external customers.

CCAR Model is outline below. When addressing the ECQs and MTQs, you are strongly recommended to utilize the CCAR Model. Each ECQ or MTQ statement should include more than one example of relevant experience.

Your responses to the ECQs and MTQs will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of the programs, activities, or services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of actions taken.

Education

  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

  2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

  4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Senior Executive Service Probationary Period: If you are selected for this position, you will be required to serve a one-year SES probationary period, if one has not previously been completed.

THIS IS A DRUG TESTING DESIGNATED POSITION.
