Duties

Help
  • Developing, organizing, and leading monthly recruitment events, both virtually and in-person.
  • Formulating and recommending updates to regulations, policies, strategies, and procedures leading to the reallocation of resources towards high-impact recruitment activities.
  • Developing strategies to ensure inclusivity in hiring, leading efforts to attract a diverse workforce by engaging with local organizations, colleges, and vocational programs to increase underrepresented talent hires.
  • Maintaining contact with other organizations, agencies, community groups, and educational institutions to strengthen relationships, enhance candidate pipelines, and improve local aware of available positions.
  • Planning, executing, and reporting on original and ongoing analyses, evaluations, or investigations with varied complex features that require a fresh approach to resolve new and highly complex problems
  • Preparing detailed reports to evaluate the success of outreach strategies.
  • Developing and implements new or modified plans, policies, and processes to improve program goals as it relates to program operations concerning recruitment.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience, as defined below.

At the 13 level: Qualifying experience for 13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience includes providing coordination in the formulation, administration, and advanced evaluation of programs and activities related to the improvement of employee engagement, including recruitment and formulating and recommending updates to regulations, policies, strategies and procedures leading to the reallocation of resources towards high-impact recruitment activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The salary ranges vary according to the geographic area locality adjustments; therefore, rates advertised represent base pay only as pay will depend upon the selectee's duty location. Please see the 2024 General Schedule Salary Tables.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
