Duties

Help

Responsible for the project life cycle, from initiation and planning to completion of water resource and power generation, and Indian Water Rights Settlement projects. Projects are multi-year, high degree of cost or risk, critical to mission accomplishment within Reclamation, high stakes to other private and public stakeholders. Current projects include proposed new large-scale dams and pumped storage facilities among other projects.
Coordinates and assists in developing implementation strategies and collaborative relationships with stakeholders, including other Reclamation Offices, other Federal, state, tribal and local governments, in order to successfully plan and implement assigned projects.
Evaluates and discerns tasks for compliance with existing rules and regulations including, but not limited to, the Project Management Principles, Reclamation Directives and Standards, environmental compliance, and Indian Trust Asset policies.
Uses discretion in sensitive settings to maintain trust with internal and external stakeholders.
Provides leadership to Project Management Office employees and plans, assigns, and evaluates work performance of subordinate employees.

Position requires Project Management certification.

Qualifications

GS-13: In order to qualify for the GS-13 grade level, your resume must reflect one year of full time experience equivalent in complexity and difficulty to at least the GS-12 grade level in Federal service 1) applying a wide range of project management methods to complex water resources, power generation, or environmental resource management projects; 2) coordinating programs collaboratively with other staff, leadership and stakeholders having varied and overlapping responsibilities and differing concerns and priorities; AND 3) experience preparing and tracking budgets, creating timelines, preparing scopes of work/contracts/agreements, and technical report writing.

You will receive credit for all qualifying experience, including volunteer experience.

Selective Placement Factor: This position requires a current, valid Project Management Certification. Failure to provide proof of such license will cause you to be rated ineligible for this position.

This position does not allow substituting education for experience.

Additional information

You will be required to serve an initial probationary period. Current, permanent Federal employees who are selected from this announcement will be required to serve a probationary period.

You may be required to serve an initial supervisory probation period.

Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval. Full time telework or remote work is not available for this position; if selected you will be required to report to the office in Glendale, AZ on a regular basis.

Permanent Change of Station (PCS) expenses are authorized with the exception of the Guaranteed Home Sale Provision or first-post-of-duty relocation expenses are authorized, as applicable. The Tax Cuts and Jobs Act (TCJA), signed into law December 2017, suspends the moving expense deduction and the exclusion from income of qualified employer reimbursements of moving expenses that was allowed under previous tax laws. Employer reimbursements for moving costs are now generally taxed at the same rate as ordinary income.

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating and selection procedures will be used to evaluate applications from this announcement.
