Duties

Help

As a Financial Technician, you will:

  • Prepare data for automated financial systems.
  • Use a variety of computer software.
  • Be responsible for performing technician work in support of accounting, budgeting, and financial management functions.
  • Communicate with co-workers, suppliers/vendors and other government agencies to exchange information and to provide advice necessary for accomplishing assignments, coordinating the timely submission of information needed to compile program, accounting and administrative documents and correspondence and to obtain, clarify, or provide information on the status of accounts or administrative matters.

The ideal candidate is an individual who is self-motivated and demonstrates a desire to learn and excel in a working environment. This person should have a willingness to explore and follow best practices.  This person should have excellent analytical and quantitative problem-solving skills and possess strong organizational and planning skills. Candidates should possess interpersonal and customer service skills to include an ability to interact effectively with many levels of staff and leadership.

CONDITIONS OF EMPLOYMENT:

  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework.  The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To qualify on Education for the GS-05, you must have 4 years above high school.  A combination of education and experience equivalent to that described above.  As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.  

To qualify on Experience for the GS-05, you must have at least one year or equal or equivalent experience equal to the GS-04, which includes:

  • Experience applying regulations, requirements, procedures, and automated operations associated with technical duties related to accounting, budgeting and financial management support functions.
  • Experience performing clerical or technical tasks without direct managerial influence.

To qualify for the GS-06, you must have at least one year of equal or equivalent experience equal to the GS-05, which includes:

  • Experience assisting and resolving conflicts in priorities and deadlines.
  • Experience using accounting, budgeting and financial management filing and document control systems.

There is no education substitute specialized experience.

To qualify for the GS-07, you must have at least one year of equal or equivalent experience equal to the GS-06, which includes:

  • Experience preparing the related documents and transactions used to analyze budgetary information.
  • Experience analyzing accounting, budgetary and financial practices, procedures, regulations, policies, and processes of accounting systems.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
