Duties

Help
  • You will render project development for effective oversight, which has critical impact to overall life cycle of a project, in the areas of shore facilities planning, engineering evaluations, cost estimating/economic analysis and site approval.
  • You will identify areas of risk associated with design and construction and develops mitigation strategies or alternatives.
  • You will lead/serve on A-E Slate/Selection Boards and provides recommendations for contract awards.
  • You will provide project management services for comprehensive oversight from ‘cradle to grave’, of sound process practices, including project development/approval, program review/assessment/execution reporting, workload projections, and cost trends.
  • You will represent NAVFAC in conferences with project stakeholders and collaborate with engineers and architects to develop execution plans to ensure timely completion of all phases of the work within available funds and authorized scope.
  • You will implement control/oversight, with strict compliance with financial management policies to manage project funds for stewards of taxpayer dollars (i.e. fiscal processes, appropriation law, MILCON funds management.
  • You will provide technical consultation, criteria/code, sustainable design, collateral equipment, licensing policy, and discipline-related performance metrics for engineering programs.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Current registration as a Professional Engineer or Registered Architect is required at the GS-13 grade level.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may be eligible for telework on a situational or regular and recurring basis to be determined by activity where the position is filled.
  • Occasional travel away from the normal duty station is required up to 15% of the time.

Qualifications

At the GS-13 grade level: Selective Placement Factor (SPF): This position has an SPF which is current registration or licensing as a Professional Engineer (PE) for the 0801 Engineering Series, or Registered Architect (RA) for the 0808 Architect Series; from any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current registration with your application.

GS-13: In addition to the SPF and basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Leading project teams with responsibility to coordinate and manage scope, schedule, and budget for facilities design and construction; 2) Providing insight to design managers and inter-disciplinary teams (for both in-house and A-E contractor design) for entire design cycle from pre-award through post-award design/construction; 3) Facilitating sensitive stakeholder discussions and resolution of complex project problems exercising sound judgement; 4) Developing, monitoring, and controlling schedules in coordination with stakeholder's requirements and commitments; 5) Tracking and reporting project status using enterprise project management software tools (i.e. MSProject), scheduled reports and briefings, and unscheduled data call independently; and 6) Coordinating the development and implementation of project acquisition plans in alignment with enterprise goas, legal constraints, and best practices of project acquisition strategies, design/construction vehicle types, contract admin/law, and FAR/DFARS. GS-12: In addition to the basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Providing project management for the design, planning, design, and construction of assigned projects; 2) Providing construction management recommendations on post-award construction efforts; to include pre-award team properly engaged compliance with design, change review process in place, cost/schedule metrics, and performance assessment; 3) Coordinating in the development and implementation of project acquisition strategies, design/construction vehicle types, contract admin/law, and FAR/DFARS; 4) Managing projects schedule and budget; and 5) Providing insight to design managers and inter-disciplinary teams (for both in-house and A-E contractor design) for design cycle from pre-award through post-award design/construction. Education

Applicants for the 0801, Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the 0808, Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a bachelor's or higher degree in architecture.
OR
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities
OR
You lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
