Duties

Help
  • Provide technical assistance and advice to the management and personnel on matters concerning budgetary policy, laws, and regulations.
  • Analyze and review reports to identify variances and makes recommendations to supervisor and senior level management.
  • Provide expenditure, budget and financial reports by utilizing automated systems.
  • Investigate a variety of technical finance and accounting problems/situations and recommends alternative actions, corrections, or solutions.
  • Participate in the planning, formulation, justification, presentation, execution, and review of annual and multi-year budgets.
  • Review, analyze, edit, and consolidate budget submissions by identifying requirement short-falls and preparing appropriate supporting documentation.
  • Prepare a variety of reports covering the status of funds, expenses, and obligations.
  • Review and interpret budgetary policies and procedures, Federal Joint Travel Regulations, and Defense Finance and Accounting Service (DFAS) financial regulations.
  • Provide customer service and support to ensure travel obligations and expenditures are accurately reflected in appropriate systems; and reconciles travel activity with accounting system records.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes analyzing budget and/or financial program data to develop annual and multi-year budget estimates for assigned programs and activities; identifying changes in budgetary and/or financial policies that affect the accomplishment of program objectives; recommending ways to improve the utilization of funds and meet future budget needs; and submitting financial reports and transactions through automated systems, such as: GFEBS, GCSS-A, G-Invoice. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
