Summary

The New Mexico VA Healthcare Network is recruiting for a Program Analyst for the Social Work Service, Health Care for Homeless Veterans Program (HCHV). The purpose of the position is to serve as the analytical subject matter expert and day-to-day manager for HCHV and the Housing and Urban Development (HUD-VASH) quality assurance and quality improvement program.

Help

Duties include but not limited to:

  • Track available resources and makes recommendations to the HCHV and HUD-VASH Leadership regarding needs for distribution or redistribution of these resources.
  • Serve as the primary control point clerk for all HCHV funds, working directly with program leadership to ensure funds are utilized appropriately, and invoices are paid in a timely manner.
  • Perform annual and multiyear fiscal planning and analysis for inter-related, complex, and substantive programs with widely varying needs, goals, objectives, work processes and timetables.
  • Develop and produce reports related to program productivity, housing voucher utilization and reconciliation, clinic utilization, staffing rates, and other program specific content designed to ensure compliance with VHA Directive.
  • Serve as the identified Contracting Officers Representative (COR) for assigned contracts and assumes all functions associated with that when necessary.
  • Serve as a purchase card holder to facilitate timely purchase of goods and services.

Work Schedule: Monday-Friday; 8:00am-4:30PM

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assist in tracking program funding; conducting research and collecting data and information concerning work processes, administrative programs or procedures from various sources; assisting with the monitoring of contracting process; and utilize database systems and other electronic media to enter, revise, track and store information. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education that meets 100% of the qualification requirements.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Employee is required to: walk and climb stairs, handle, grasp and feel objects and equipment; reach with hands and arms; communicate; receive and exchange ideas, information by means of the spoken and written work; be mobile by oneself from place to place quickly and easily; repeat various motions with the wrists, hands and fingers; be able to have visual acuity for (including, but not limited to) administrative and clerical tasks; drive government vehicles in or around the NMVAHCS catchment area; be able to enter various buildings that may require climbing stairs
