Duties

Help
  • You will provide cybersecurity personnel management as Cyberspace Workforce (CWF) Program Manager and be team lead for IT support personnel within 09.
  • You will manage all aspects of IT operations and IT security including the development, implementation, interpretation, accreditation, risk management, and maintenance of IT policies, plans, programs, standards, and criteria.
  • You will establish local (and enforces overarching) policies and procedures that ensure the confidentiality, integrity, availability of systems, networks, and data.
  • You will act on cybersecurity incidents, as required. Implementing protective and corrective measures when an IT security incident or vulnerability is discovered.
  • You will communicate IT policies, initiatives, services, products, and technical correspondence in a user-friendly manner to NIPO senior leadership and all personnel, and develops strategies based on command, Navy, and DoD objectives.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC4D1.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH 03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience utilizing knowledge pertaining to strategic planning methods, concepts, and strategy development and performance management as they relate to IT service delivery and IT portfolio management.
  • Experience utilizing knowledge of unclassified and classified remote computing environments, to include hardware and software solutions for collaboration, and remote specific IT security policy.
  • Experience utilizing knowledge of NIST, DISA, DOD, and DON policies and procedures governing cybersecurity.
  • Experience utilizing knowledge of commonly used IT policies, procedures, security principles and best practices such as but not limited to Public Key Infrastructure, Digital Signatures and Encryption.
  • Experience communicating clearly, concisely, and with technical accuracy with senior leadership and functional and technical communities within the DON and DOD.

  • Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
