Help

The Office Under Secretary of Defense for Intelligence and Security established a Targeted Local Market Supplement (TLMS) for certain Science, Technology, Engineering, Mathematics, and Cyber positions within the Defense Civilian Intelligence Personnel System. Eligibility for the TLMS is based on cyber work roles within certain occupational series and on the work performed. This vacancy is designated as a STEM and/or Cyber position and pay for the incumbent will be based on the STEM and Cyber Pay Table.

As a IT SPECIALIST (PLCYPLN) you will be responsible for the following duties:

  • Manages information systems products being planned or deployed as part of the National Background Information Systems. Serves as a product owner role for software development teams, platform and/or COTS implementations. Acts as a liaison between mission and technical development teams. Develops and maintains an understanding of the agency's mission, associated system requirements and IT/software product needs.
  • Contributes to the development strategies for information system products; maintains and refines sets of business requirements for the products being managed and sets priorities for development teams on a regular basis; and works across the agency to establish overall IT system strategy, long-term and near-term plans and priorities and schedules.
  • Coordinates with others on the acquisition of software or other products required to support the overall development process; and develops and maintains a complete understanding of the subject matter relevant to the product under management, e.g. business processes, federal mandates, agency policy, etc.
  • Serves as a technical resource to answer questions on system design and functionality for the technical development team; responsible for quality control on products under their direction; assists with monitoring software quality as measured by usability, performance, reliability, and end-user adoption; and informs user acceptance testing, end-user satisfaction surveys, and design and execute programs to promote product adoption.
  • Assists in the development and management of product roadmaps, feature release plans, and key results to monitor and report progress. Prepares comprehensive plans for accomplishing studies and analyses, develops written materials (policies, procedures, and technical systems documentation).

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience as an Agile product owner, to include principles of UX, management of product backlog, and use of tools (e.g. Confluence, Jira). Experience in collaboration, to include ability to actively listen, provide and receive constructive, feedback; and conflict resolution. Experience in communicating at all levels within the organization, with external organizations, with stakeholders, and with system users both government and public. Experience in the design of software utilizing the software life cycle process, develops, deploys, updates, maintains, and tests software using methodologies and tools, designs to leverage software reusability and establishes and utilizes software engineering metrics.

Specifically you will be evaluated on the following competencies:
1. 2. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

3. Configuration Management: Knowledge of the principles and methods for planning or managing the implementation, update or integration of information systems components.

4. Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

5. Change Management: Knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
