Summary

The Program Specialist serves as the Senior Data and Tooling Integrator in the Executive Director's Office of Strategic Investment Management (SIM). The position is responsible for the oversight and development of integrated tooling solutions within SIM, and management of SIM's capability architecture. The SIM Office is focused on improving the integration of all three SIM Services - Business Architecture (BA), Investment Governance Services (IGS), Requirements Development and Management (RDM).

Major duties and responsibilities include:

  • Develops analytics standards for staff within SIM and precisely communicates to staff, as required. Provides formal and informal feedback and evaluates analytical performance.
  • Establishes data visualization objectives, sets priorities, and ensures the objectives are accomplished efficiently and in a timely manner.
  • Identifies industry and federal data, process, and reference architecture strategies and communicates trends and objectives pertinent to VA, VHA and the Health Care industry.
  • The incumbent works with SIM's BA, IGS, and RDM Directorates to develop data and tooling operational plans and objectives. Ensures SIM is effective in its approach to fulfilling its program data analysis objectives.
  • Develop, implement, and manage an executive level reporting dashboard with integrated SIM data.
  • Responsible for managing data related processes and policies for completing and documenting SIM capability architecture requirements.
  • Leads the gathering, documentation, and management of SIM's capability architecture requirements.
  • Briefs senior management and interagency officials on program/project plans, statuses, and issues.
  • Plans and directs architecture analyses, assesses the current and future needs for SIM's architecture elements, and develops and maintains program plans and strategies designed to meet the operational goals and objectives of VHA and the Department.
  • Identifies SIM's capability architecture requirements, including relevant benefits, objectives, and goals of VHA health information and operational systems.
  • Uses expert knowledge of health care principles, theories, and practices, including planning, administration, analytical methods, and interpersonal relations, to analyze and evaluate broad and complex problems and make recommendations for solutions.
  • Performing other duties as assigned.

Work Schedule: Monday-Friday, 8:00am to 4:30pm

IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-14 LEVEL YOU MUST MEET THE FOLLOWING:

SPECIALIZED EXPERIENCE:
You must possess one (1) full year of specialized experience equipped with the particular knowledge, skills, and abilities to perform successfully the duties of the Program Specialist position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience includes experience in data analysis and visualization in a healthcare environment; experience in analytical data utilization and data engineering strategies; developing and managing senior level reporting dashboards comprised of organizational or departmental data; experience with SQL databases, application support development), management of enterprise database systems, Power BI, tool/systems integration, and SharePoint design/maintenance. Physical Requirements: The work is sedentary. It may require some physical effort such as standing, bending, carrying of light items, such as papers, books, or other small parts. No special physical demands are required to perform the work. The work may require extended hours to meet program deadlines. The work requires almost constant use of a video display terminal. The work is performed in a normal office setting. The employee may be expected to work beyond normal duty hours when required by pending issues. The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the incumbent to various resultant environment changes.
