Duties

Help

As a Facilities Manager, you will perform administrative and operational support functions to assist in the oversight of various facilities programs and services essential to the Acquisitions and Operations Division (JPA). The Facilities Manager ensures compliance of submitted proposals, paperwork and contracts through review, analysis, and inspection. In addition, the work's primary objective is to ensure that facilities and operations are physically safe and work required by employees is appropriately coordinated and accurate. The Facilities Manager assists the Director of Acquisitions and Operations in the dissemination of facilities management services in support of OIG and staff development areas, including the development of associated policies and directives. The work will include the following duties and responsibilities:

  • Leads various team-oriented facilities projects to ensure that high-level service is provided and Acquisitions and Operations Division goals and objectives are met.
  • Serves as a technical expert and advisor to senior and lower-level management regarding facilities management and logistics functions. Develops, implements, and manages the logistics associated with the acquisition, renovation and disposal of space in GSA/OIG Central and regional offices.
  • Analyzes requirements to maintain and operate various kinds of facilities, office space, and equipment.
  • Applies technical expertise to determine solutions to complex safety and health related issues and problems.
  • Prepares initial project scopes, descriptions, and justifications for necessary facility modifications.
  • Determines appropriate facility maintenance procedures based on the structural soundness of buildings, building materials or equipment.
  • Reviews and prioritizes all deficiencies in maintenance, renovations, and office furniture.
  • Coordinates all construction contracts, resolve complex issues and problems, and develops work orders.
  • Participates in staff and/or other meetings to update the supervisor and higher-level officials on equipment and services provided and/or ongoing project developments, including costs, concerns, or pending requirements needed.

  • The work requires occasionally working near and/or being exposed to operating machinery during space construction. The work may occasionally require recurring bending and crouching in small spaces during inspections or evaluating viability of areas in workspace. The incumbent may encounter a moderate risk involving hazard areas where electric wiring is exposed during inspections.

Qualifications

The GS-14 salary range starts at $139,395 per year.

To qualify at the GS-14 level, a candidate must have experience that demonstrates at least one year of specialized experience equivalent to the GS-13 level in the federal service. Specialized experience is experience in the acquisition, construction, maintenance, repair, renovation, and disposal of office space and application of the regulations governing facilities and space management. Such experience must include all of the following.

  • Carrying out the full range of construction administration and project management functions
  • Developing, reviewing, and approving project scopes and construction documents for accuracy and quality
  • Advising on complex life/safety, continuity of operations, and health issues that impact facilities and space management
  • Developing space requirements, including all aspects of interior design, furniture, fixtures, equipment, and audio/visual packages and the application of electrical, HVAC, and data cabling requirements
  • Leading space alteration and tenant relocation projects
  • Inspecting facilities to review contractor performance and to assess condition and maintenance needs
  • Developing standard operating procedures and document management procedures pertaining to facilities and space management

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Expert knowledge and skill in applying a comprehensive range of facilities management, facilities design, and construction management principles, concepts, and practices
  2. Comprehensive knowledge of operational and administrative support in facilities management, including providing operations services; and, the ability to perform inspections, evaluate changes and effectiveness of site and worthiness, oversee work of contractors, and develop written findings
  3. Knowledge of analytical and evaluative methods to select and apply appropriate program and/or area evaluation and measurement techniques used in determining the extent of compliance with rules and regulations.
  4. Ability to lead studies and manage projects that require a team effort
  5. Skill in applying and developing alternative methods, procedures and processes to justify recommendations on determinations made for complex issues
  6. Ability to review proposals and submissions concerning facilities and space for approval, providing written and detailed justifications and evaluations concerning same
  7. Ability to communicate persuasively while presenting complex ideas and options to management officials

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
