Introductory Statement: The purpose of this position is to lead the Department of the Air Force Lodging program, serve as a key principal advisor for strategic transformation and enterprise-wide impact across all facets of lodging operations; core responsibilities include setting and executing the DAF Lodging (DAFL) program's short and long term strategy, overseeing all business aspects, including operations, marketing, and human resources, setting and managing the overall budget and resources in order to effectively execute strategic initiatives, and building and overseeing the executive team. Develops and implements corporate standards, procedure, regulations, guidance and programs for 76 Air Force Inns worldwide, comprised of 17,000 beds spaces and nearly 3,200 employees, as well as continuing technical advice and assistance in the support of those installation and centralized operations.

Duties and Responsibilities: Principal advisor, strategic planner and AF level program manager; core responsibilities include setting and executing the DAF Lodging (DAFL) program's short and long term strategy, overseeing all business aspects, including operations, marketing, and human resources, setting and managing the overall budget in order to effectively execute strategic initiatives, and building and overseeing the executive team. Develops and implements corporate standards, procedure, regulations, guidance and programs for 76 Air Force Inns worldwide, comprised of 17,000 beds spaces and nearly 3,200 employees, as well as continuing technical advice and assistance in the support of those installation and centralized operations. Sets operational and strategic goals and evaluating DAFL success in reaching them; establishes performance metrics and key performance indicators (KPIs) to track progress towards goals and advises higher authorities of the impact of the Lodging program on the overall AF mission. Oversees maintenance, repair, furnishings, and operations program and a nonappropriated (NAF) program revenue of over $500 million. Provides continuity, cohesion, and stability in planning, developing, and executing the Lodging program. Develops strategic plans and policies, analyzes resource issues and creates a Lodging NAF 5-year plan. Drives adoption of industry best practices, modernizing Air Force Lodging operations through innovative technologies and service models to enhance the guest experience and operational efficiency and makes or recommends command decisions on directed operations; directs organization and management planning for prospective changes in functions or programs; establishes program priorities and evaluates progress and results; coordinates the work of the team with other teams, organizations, and commands. Provides policy guidance and program expertise to Congress, OMB, OSD, other Service/Agency Headquarters, and other management entities. Represents the AF in coordinating Lodging program activity among services branches (e.g., Army, Navy, Marine Corps), private enterprise, non-DoD, and local government agencies; prepares technical reports, status reports, correspondence, and schedules for use in high-level meetings, congressional hearings, and seminars. Supervises two subordinate function branches: Operations and Resources Support, works in conjunction with VM and VT Directors for Lodging - specific technology priorities and facilities support.

Provides guidance and assistance to all team members, direct supervision to two branch chiefs, and indirect supervision to other support personnel; determines the manpower and resource requirements for the efficient functioning of the team; defines and delegates authority within the team. Supervisory responsibilities include evaluating the performance of NAF personnel, interviewing and recommending candidates for appointment, hearing and resolving complaints; effecting disciplinary actions as needed, and preparing training plans and programs for team members. Receives, validates and resolves complaints, initiates action to correct performance, rewards performance, and encourages self-development. Operational responsibilities include oversight and implementation of standardization for all aspects of lodging services of all lodging programs worldwide, developing and monitoring training tools for all levels of AF Lodging personnel to ensure job competency, providing strategic oversight and corrective direction to blend commercial hospitality practices and trends to the AF environment and customers. Responsible for developing grading criteria and evaluation tools for AF Lodging Standards Compliance and Training visits and AF Innkeeper competition; conducts staff visits and installation-level operation evaluations.

  • Must be able to obtain certification by the Educational Institute, American Hotel and Lodging Association (AHLA) as a Certified Hotel Administrator (CHA) within two years of appointment.

Qualifying Experience:
Hospitality or Business degree preferred. Demonstrated superior large scale executive management and leadership skills to manage, plan, organize, direct and control diverse and time-sensitive community and installation support programs; demonstrated expert knowledge in and the ability to successfully apply personnel management, safety and security policies, practices and procedures necessary to direct an AF wide organization consisting of several multifaceted subordinate units.

Expert knowledge in and proven ability to apply corporate level standards and program objectives towards developing comprehensive and sound operational policies and procedures for AF worldwide Lodging operations. Leadership skills commensurate with the ability to make critical independent decisions. Mastery in and related expert knowledge of policies, concepts, regulations, and laws to provide expert advisory services. Demonstrated experience with strategic planning and development of wide-reaching standards applicable to military operations and grounded in industry practices. Ability to manage multiple AF level projects or functions simultaneously.

Demonstrated ability to provide oversight and direction to a large and diverse staff.

Education
