This position will be filled under the Office of Personnel Management's Direct-Hire Authority and is open to All United States Citizens and U.S. Nationals. Veterans' Preference and traditional rating and ranking of applications do not apply. Qualified veterans will, however, be given full consideration for this position.
Serves as a program manager in support of the Security Operations Center team to help organize complex and long-term cybersecurity related efforts.
Supports and contributes to development of capabilities that enable the evaluation of Reclamation's computing environment, security data analysis, incident response, and verify the effectiveness of IT security control implementation.
Maintains insight into and supports efforts to build, enhance, and maintain automated solutions to enable proactive monitoring of the Reclamation network and computing environments.
Manages acquisitions related to current and proposed technical solutions, documents processes, and contributes to architectural changes to continuously improve the effectiveness of Reclamations IT security program and posture.

Qualifications
BASIC REQUIREMENTS: To be eligible for the position, you must meet the Basic Requirements for the position of IT Cybersecurity Specialist. Individuals must have IT-related experience demonstrating each of the four competencies listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Develops, implements, and documents technical configurations and procedures at a level of detail appropriate for the audience.
Example - Provides thorough review of previously documented technical remediation efforts and meaningful feedback regarding the applicability to specified requirements. Analyzes data sets for trends and anomalies with a high level of fidelity.
Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations. Anticipates customer needs and addresses them in a proactive manner.
Example - Establishes appropriate rapport with customers to evaluate and assess technical needs and develop appropriate recommendations to enable success in a secure manner.
Oral Communication - Expresses complex technical information to individuals or groups effectively, accounting for the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Example - Contributes to discussions regarding proposed technical solutions in appropriate level of details depending on the audience, level of cooperation needed, and issues to be resolved.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Example - Applies critical thinking to evaluate whether corrective actions are appropriate for remediation of technical, managerial or documentation weaknesses within a wide variety of information system types.
To qualify for the GS-13 position, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in the Federal Government. Specialized experience is defined as:
Experience performing project management and process documentation in support of highly technical cybersecurity operations.
Experience analyzing technologies related to networked computing requirements and documenting rationale for recommended solutions.
Experience in managing, evaluating, and implementing Federal acquisitions of cybersecurity infrastructure and support capabilities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
