Summary

The primary purpose of this position is to serve as a HR Specialist with responsibility for planning, developing and carrying out staffing and related management advisory services for assigned organizations at Hanscom AFB, MA. The incumbent will be responsible for providing recruitment and placement services to assigned organizations including pre-employment, suitability checks, fingerprinting, onboarding and additional staffing/recruitment duties in support of the civilian personnel office.

Duties

Help
  • Provides recruitment and placement services to assigned installation-level organizations. Processes a variety of requests for personnel actions to fill positions and/or to career promote, reassign, or otherwise place employees.
  • Coordinates with supervisors, managers, and other Human Resources specialists on possible staffing repercussions of reorganizations, placement actions, or regulatory changes.
  • Participates in special initiatives, recruitment and placement studies and projects, and positive employment activities.
  • Participates in initiatives, studies and projects such as self-assessment reviews, pre-Reduction-In-Force exercises, the student and summer employment recruitment programs, application of draft qualification standards, and out-sourcing studies.
  • Writes a variety of documents to include items for newsletters, responses to Congressional Inquiries, reports of special project staffing studies, scripts for briefings, letters responding to inquiries, and supplements to regulations and directives.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities, and/or competencies in the following areas:
1. Knowledge of the full range of Federal HR employment, recruitment, and placement principles, concepts, policies, and analytical techniques.
2. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
3. Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
4. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services.
5. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, both orally and in writing.
