As a SUPERVISORY IT SPECIALIST (NETWORK SERVICES) you will be responsible for the following duties:

  • Deliver critical mission support services by providing, protecting, and defending DCSA information systems, resources, and assets of the DCSA mission. This includes Architecting Joint Worldwide Intelligence Communications System (JWICS), Secret Internet Protocol Router Network (SIPRNET), Non- classified Internet Protocol Router Network (NIPRNET) and commercial communications networks and audio-visual capabilities and the continual development of the DCSA operational capability toolkit.
  • Interact on behalf of DCSA and the CIO with a variety of national agencies, state and local jurisdictions, DoD agencies, OSD, the Joint Staff, Military Departments, Unified Commands, and the Military Services. Key among these interactions is representing DCSA to the DoD CTO, IC CTO, and Department of Defense Intelligence Information Systems (DoDIIS) CTO.
  • As the CTO/Technical Advisor, the incumbent leads, develops, participates, and chairs committees or matrix teams drawn from DCSA and partners at the federal, state, and local levels. In this capacity, the incumbent serves as the senior technical advisor and subject matter expert on concept and policy development, encompassing information technology and information management initiatives and issues, with special emphasis on integration, interoperability, information sharing and data management and sharing within DoD, the NISP and the IT community.
  • Communicate complex IT technical concepts to non-technical personnel. Prepare and presents briefings to the CIO, Business Enterprise Director, Chief of Staff, DCSA Director and Deputy Director on complex and controversial issues involving DCSA IT activities and initiatives.
  • Maintain current knowledge of commercial IT solutions to recommend Commercial Off the Shelf Software (COTS) and government Off the Shelf (GOTS) solution sets to DCSA and stakeholders.
  • Lead internal IT functional process improvements employing advanced IM techniques.
  • Ensure DCSA policies and procedures prevent and defend against unauthorized access to IT systems and IM programs.

  • The incumbent must sign a Statement of Understanding regarding the certification requirement and maintaining the appropriate certification is a condition of employment.

Qualifications

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
  • Utilizing IT capabilities in architecture, data management, system administration and enterprise operations.
  • Analyzing and improving potential leading-edge information technologies to meet multiple, complex, evolving and highly technical customer user requirements and mission needs.
  • Directing complex, highly visible information technology support functions for multiple user groups.
  • Managing the IT and data management activities and tasks of an entire IT/IM organization or major components of the organization.

Specifically you will be evaluated on the following competencies:
1. Data Management - Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes.

2. Information Technology Capacity Management - Plan or monitor to ensure Information Technology capacity meets current and future business requirements and performance metrics.

3. Information Technology Performance Assessment - Conduct continuous performance measurement to ensure that Information Technology activities, processes, and/or hardware/software are achieving desired results.

4. Information Technology Development - The study, design, development, application, implementation, support or management of computer-based information systems.

5. Information Technology Test and Evaluation - Test, monitor and evaluate Information Technology technologies during design, development, procurement and/or implementation to ensure internal and external requirements are met.

Substitution of education may not be used in lieu of specialized experience for this grade level.
