Duties

Help
  • Serve as Program Analysts for ATMO at HQ INSCOM, responsible for budgetary/program planning operations for Next Gen Quick Reaction Capabilities and Trojan Program of Record activities.
  • Perform major program-level coordination and interface with INSCOM Program Managers and resource management/government contracting offices.
  • Perform strategic analysis of budget trends and shortfalls, and development/execution of complex budget programmatic actions
  • Advise management on evaluating the effectiveness of the Trojan program and operations, with emphasis on budgetary matters.
  • Analyze the effectiveness of program operations and budgets in meeting established goals and objectives.
  • Develop program and budget reporting systems, including systems specifications, data gathering, analytical techniques, and evaluation methodology.
  • Analyze legislation and regulations to determine impact on program operations and budget execution.
  • Develop program and budget policies, regulations, goals, and objectives.
  • Identify data required for program direction and develop program evaluation plans, procedures, and methodology.
  • Develop guidance Trojan project managers on preparing detailed program plans for budget estimates, impact and justification statements, and budget execution plans.
  • Consult with customer and financial program managers to develop strategies on resource utilization, interpretation of regulations, and implementation procedures.
  • Provide timely, authoritative advice and assistance on assigned program areas to Program/Project managers and action officers.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • TDY may be required less than 25% of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Work stress is inherent, with many short-suspense actions and time pressures. Crisis operations may require expanded hours, short-notice recalls, and irregular work, including weekends and holidays. Please see Additional Information

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience executing budget programmatic actions. Including two more of the following:
    • Analyzing intelligence program budget trends,
    • Analyzing intelligence program budget regulations,
    • Developing intelligence program budget reporting systems,
    • Advising management on intelligence program budgetary matters
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

You will be evaluated on the basis of your level of competency in the following areas:
