Help
  • Serves as a Financial Management Specialist in the Garrison Resource Management Office (RMO), Financial Operations Branch.
  • Ability to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones.
  • Analyzes both routine and exceptional related requests for conformance to guidance, conducting cost-benefit/tradeoff analyses when necessary.
  • Provides financial management services to program directors to include analyses and recommendations.
  • Reviews and interprets various financial documents and reports and recommends solutions to resolve complex problems.
  • Assists technical personnel in troubleshooting incorrect output reports, determining cause of errors, and providing alternate resolutions required to correct software or procedures.
  • Performs accounting, budgeting, and audit functions; recording, analysis, reconciliation, and reporting; for appropriated fund accounting transactions.
  • Researches and resolves system interface errors for all prior year accounts.
  • Monitors automated systems to ensure accurate processing of financial and accounting data.
  • Analyzes Garrison activities such as maintenance of accounting records, preparation of statements of various financial reports.

  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires a Financial Management Level 2 certification.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) utilizes a variety of financial systems to perform research, collect cost data, analyze and compile cost information with accepted financial management and accounting principles; 2) reviews accounting and budget documents for accuracy prior to release or submission 3) provides technical guidance on use of appropriations, fiscal law, payroll, supply, travel, contracting, debt establishment, and financial system error resolution.

OR

Education: Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Financial Management or Accounting.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
