Duties

At the full performance level, major duties include:

  • Serves as a subject matter expert and is expected to assume a leadership role for the Division on deposit insurance related matters. Participates in program and policy development and advises in decision-making relating to deposit insurance policy, compliance, coverage and enforcement issues, and will monitor trends, analyze policies, laws and proposed rules affecting the Division, FDIC, and insured depository institutions nationwide.
  • Serves as Project Lead to facilitate Part 328 policy, compliance and enforcement activities across divisions and on interagency basis. Leads critical cross-divisional projects of broad scope and complexity, including coordinating activities, setting priorities and deadlines, and monitoring progress. Uses quantitative and qualitative analytical techniques and information technology capabilities.

  • Analyzing, evaluating, and providing advice on existing and proposed consumer compliance laws, regulations, and guidance and supports the development of consumer compliance policy relating to FDIC examinations and enforcement activities involving consumer protection.

  • Prepares management reports and briefing materials on highly sensitive, complex issues with a broad view toward measuring performance and detecting trends and potential problems, revising existing policy, procedures, or responding to congressional or senior management information requests.

  • Develops written materials, including position papers, summaries, and talking points on deposit insurance and consumer protection for the FDIC senior management. Responds to congressional or senior management information requests. Takes initiative in recommending the creation of policy or the development of new policies or procedures, in accordance with current research and priorities, and supported by thorough analysis.

  • Represents the Division at various meetings and conferences conducted by the Corporation, other financial institution regulatory agencies, and private industry. Conducts outreach efforts to educate financial institution employees, consumers, community groups, and the public about federal deposit insurance rules and regulations.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Grade 13 Level: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG-12 grade level or above in the Federal service.  Specialized experience is defined as experience with at least two (2) of the following: (1) monitoring policy related to banking or financial institution products and services; (2) evaluating existing or proposed consumer protection laws, regulations, or requirements; or (3) developing or editing written materials (e.g., policy talking points, summaries, position papers, procedures, or memoranda).
Grade 14 Level: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG-13 grade level or above in the Federal service.  Specialized experience is defined as experience with at least two (2) of the following: (1) analyzing and evaluating policy related to banking or financial institution products and services; (2) analyzing and evaluating existing or proposed consumer protection laws, regulations or requirements; or (3) developing or editing written materials (e.g., policy talking points, summaries, position papers, procedures, or memoranda).

Selectee(s) for this position will be required to report to their duty station office two days per week.

  1. Knowledge of the federal statutes and regulations and policies, procedures, and guidelines applicable to federal deposit insurance activities.

  2. Ability to advise leadership on current trends and issues to create solutions to new and existing problems impacting deposit insurance practices and consumer protections.

  3. Ability to conduct studies and analysis of deposit insurance and related supervisory and consumer policy projects and programs using project planning analytical and evaluative methods.

  4. Ability to summarize multiple ideas and complex information to make recommendations for the modification or creation of legislation, policies, and programs.

  5. Ability to collaborate with individuals internal and external of the agency including the banking industry, consumer groups and the general public.
