(1) Arkansas Army National Guard (AR ARNG) Technicians; (2) All members of the AR ARNG, (3) Individuals who are not members of the National Guard but who are eligible to acquire membership in an available and compatible military grade for excepted technician positions. (Upon selection, must be a member of the AR Army National Guard).

Duties

Help

(1) As the subject matter expert for logistics, develops, implements and evaluates the logistic goals and priorities for the organization. Advises the command in the area of logistics operations. Oversees and reviews unit level feeder reports. Analyzes and/or prepares the logistics and equipment readiness areas of the organizational readiness report. Reviews, analyzes, and provides recommendations relative to proposed Modified Table of Organization and Equipment/Table of Distribution and Allowances (MTOE/TDA) and/or force structure changes to determine the impact on equipment authorizations. Remains current on and ensures the implementation of policy statements, regulations and directives. Provides guidance and assistance to ensure command programs have been implemented and evaluates their effectiveness in subordinate elements. Plans for the establishment and operation of the Administrative and Logistics Operations Center (ALOC). Develops and implements tactical standard operating procedures for logistics.

(2) Ensures compliance with the command supply discipline program, command maintenance discipline program, and other directed command inspection programs. Assists in the preparation for and executes additional command level inspections in the area of logistics and maintenance. Works in conjunction with the Property Book Officer (PBO) to advise the S-4 and commander of equpment on hand and equipment readiness issues. Directs the maintenance priority of support to unit equipment. Coordinates and ensures the completion of change of command inventories and applicable adjustment documents. Directs, reviews, and makes recommendations on investigations of incidents involving property loss or damage. Manages Financial Liability Investigations of Property Loss (FLIPL), Cash Collections, and Statements of Charges for property loss or damage for the organization.

(3) Provides guidance and management for all decentralized logistic funds. These may include secondary stock funds, office supply accounts, transportation funding, and various classes of supply. May serve as the approving official for government purchase card expenditures.

(4) Provides technical guidance and assistance to all organizational logistic personnel pertaining to the accountability of all property assigned to the organization. May provide supervision to full time personnel in the S-4 section in the absence of the logistics officer. Directs the work of lower graded employees.

(5) May be required to represent the National Guard and the unit Commander in the community. Provides logistical support for community activities such as parades, celebrations, military funerals, etc. Coordinates with civic officials, club officers and school officials for such things as recruiting activities, communities support projects, natural disaster or civil disturbance planning, use of facilities for training for such things as recruiting for such things as recruiting and security of those facilities.

(6) Performs other duties as assigned.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform.

Military Grades: Enlisted/Warrant Officer

Minimum Grade - SSG (E-6)
Maximum Grade - CW2 (W-2)

Compatible Military Assignments: Selectee must be a member of the Arkansas Army National Guard.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Qualifications

GENERAL EXPERIENCE:
Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems

SPECIALIZED EXPERIENCE:
1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which involved detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities). Experience planning and organizing work assignments

DESIRED EXPERIENCE
Must be able to interpret and manage equipment status reports, equipment situation reports, generate reports in GCSS Army, and have a working knowledge of the Army National Guard Command Maintenance Discipline Program (NGR-750-52).

  • Knowledge of requirements as defined by the authorized or pending Modified Table of Organization and Equipment/Table of Distribution and Allowances (MTOE/TDA) sufficient to analyze equipment authorizations to ensure desired level of logistical readiness posture is maintained.
  • Knowledge of required logistical actions sufficient to develop and maintain training support and deployment plans.
  • Knowledge of supply regulations and directives sufficient to establish organizational logistics management policies and procedures.
  • Knowledge of logistics accountability sufficient to monitor review and/or inspect logistical requests, receipts, and pending transactions in accordance with command supply and maintenance discipline programs.
  • Knowledge of budgetary procedures and limitations sufficient to advise senior leadership on prioritization, develop an obligation and execution plan, and to monitor requisitions and ensure availability of funds in accordance with command priorities.
  • Knowledge of one or more automated supply databases to retrieve, review, and analyze logistical data on an ad-hoc basis or through recurring and specialized reports.
  • Knowledge of logistical readiness factors and the effects that equipment availability, serviceability, and compatibility have on the overall logistics readiness of the organization.
  • Knowledge of logistical requirements sufficient to plan support for organizational training, deployment, physical security, and strength maintenance activities and requirements.
  • Knowledge of human resource management procedure sufficient to function as the administrative supervisor for active guard and reserve and or military technicians.
