Qualifications

OGC Practice Areas: The candidate selected for these supervisory general attorney positions will report to the Counsel NAWCAD. The successful candidates will supervise attorneys who are responsible for advising clients on a variety of Federal procurement law-related matters to include: contract formation, contract administration, contract litigation, before Government Accountability Office, Court of Federal Claims and the Armed Services Board of Contract Appeals and fiscal law. The successful candidates will supervisor attorneys who are also responsible for providing legal support across all areas of Civilian Personnel Law and Labor Law, including litigation at the Merit Systems Protection Board, Equal Employment Opportunity (EEO) Commission, union grievance arbitrations and federal district court and provide pre-litigation advice and services on matters involving EEO programs, such as reasonable accommodation, in addition to matters pertaining to employee performance and discipline and ethics/standard of conduct. The supervisory attorneys will also be called upon to perform and manage the resolution of issues in the full range of the Office of the General Counsel practice areas including the Freedom of Information Act, environment law, intellectual property law and the review of non-FAR based agreements.

Compensation: NAWCAD compensation falls under the Science and Technology Reinvention Laboratory (STRL) personnel demonstration system, which is a pay for performance system using pay bands with salary ranges. This vacancy will be filled at the NM-05 (GS-15 equivalent) level which encompasses the salary range equivalent of GS-14 through GS-15. To be eligible for selection, applicants must have at least five and a half years of successful, relevant legal experience in one of more of the practice areas identified above.

Ideally successful candidates will have experience in all the OGC practice areas outline above but depending on the pool of candidates, one selection may be made for an attorney with significant procurement experience and the other selection will be made for an attorney with significant civilian personnel law experience. Each successful candidate will supervise 8 attorneys and/or support staff. Familiarity with the Department of the Navy and DON OGC is not required, but is desirable.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

The successful applicant must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.

Selection Criteria: Applicants will be evaluated on: 1) the extent of their professional legal experience in the OGC practice areas outline above; 2) their ability to supervisor or manage people; 3) their research, analytical, and writing skills; and 4) their oral communication and interpersonal skills, including the ability to establish effective relationships, to work effectively with senior military and civilian clients, and to work as part of a team. Experience in procurement law and/or civilian personnel law is required. Prior supervisory/team lead experience is desired.
