Summary

The full performance, Intermediate Care Technician (ICT) Generalist is assigned to the Department of Veteran Affairs, Veterans Health Administration (VHA). The full performance, Intermediate Care Technician (ICT) Generalist is assigned to the Department of Veteran Affairs within Lexington, KY Nursing Operations Service, Veterans Health Administration (VHA). The incumbent performs ongoing patient care duties in an outpatient clinical setting within Nursing Operations. ICTs may perform tasks after proper education, training and competency, demonstrating knowledge, skills and abilities. Thoroughly and continually documents actions, interventions and patient response in the health record.

Duties may include, but are not limited to the following:

  • Assists licensed personnel with the delivery of care to patients with complex and specialized care needs.
  • Performs treatments and interventions (i.e. Foley coude' catheter insertions, Cryotherapy, incision & drainage, and suturing).
  • Performs wound care (i.e. bandaging, application of dressings, wound measurements and Photo-documentation of wounds).
  • Assists with outpatient minor procedures.
  • Administers Medicine such as: Intramuscular, oral, topical, eye drops, ear drops, intranasal, rectal suppositories, local anesthetics, nebulized medications, subcutaneous, and intradermal.
  • Assists licensed staff with preparing patients for medical evaluation, setting up equipment, passing instruments and providing treatment during in-person or virtual visits.
  • Operates specialized medical equipment to obtain diagnostic and therapeutic outcomes.
  • Responsible for collecting a wide range of specimens and preparing them for transfer to process.
  • Provides patient education within scope of care or while providing an intervention. (Examples: post-procedural care and wound care).
  • Conducts or assists with the training of personnel in if appropriately trained, certified and/or qualified.
  • Performs observation-based screening and collection of patient information in collaboration with licensed personnel.
  • Completes approved templates and tools, such as normal result notes and follow up treatment protocols established by the agency.
  • Performs Vital Signs and Point of Care Testing.
  • Thoroughly and appropriately documents actions, interventions and procedures in the medical record. (Examples: Procedural notes, progress notes, screenings, photo documentation and secure messaging.)
  • Performs other duties as assigned.
  • May perform tasks as outlined in this Position Description (PD) and in accordance with local policies after documented completion of training and demonstration of appropriate skills and competency.
  • These tasks are not all inclusive and require the demonstration of appropriate training and documented competence prior to their performance.
  • May assist with or perform other related approved technical health care procedures under the direction and supervision of the licensed personnel as competency is demonstrated and documented.
Other duties:
Conducts or assists with the training of personnel in if appropriately trained, certified and/or qualified, for example: facility formal preceptors and Telehealth Presenter (TCT) instructors. Can conduct or assist with stand-downs, community health programs, health-care screenings, and immunizations. May be members of hospital-wide committees to enhance care for Veterans.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/17/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-06, in the normal line of progression for the occupation in the organization. Positions in this series range widely in type and include support duties to medical or health personnel. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Your resume must clearly reflect one year of experience. Specialized experience would include, but not limited to:

  • Collecting and documenting essential and accurate information about patients such as medical history, vital signs, chief complaints, allergies, pertinent health problems and current medications
  • knowledge of how to perform one's job. Refers to specialized knowledge that is acquired through formal training or extensive on-the-job experience.
  • knowledge of direct patient care techniques, including activities of daily living (ADL'S), ambulating patients, infection control and emergency responses; uses appropriate safety precautions.
  • Practical knowledge of major body systems
  • Working knowledge of diagnostic signs
  • Knowledge of protocol-approved list of medications
  • Working knowledge of emergency medicine techniques and emergency communication
  • Knowledge sufficient to understand the legal considerations of emergency medicine

Individual Occupational Requirements

Specialized Experience (for positions at GS-4 and above):Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled.

Education: Generally not applicable

NOTE: Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7. Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
