About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Belvoir, VA 1st Information Operations Command Resource Management Office.

This position will be filled on a permanent basis.

Duties

Help
  • Serves as the Resource Management Officer with authority and responsibility to direct, coordinate, and provide advice and assistance to the Commander and staff for resource management activities
  • Provides coordinated financial management, budget services, manpower/management analysis, program management, and Commercial Activities programs that are designed to promote efficiency and economy in execution of the Command’s mission and programs
  • Plans basic concepts and policies of financial management in long and short range administrative and operational plans
  • Serves as principal advisor and technical expert to the Commander and key staff members on financial management activities
  • Responsible for the continued development, coordination, and evaluation of an effective integrated resource management program that maintains balance and perspective between the various components of the system of financial and general management
  • Provides directional guidance and advice to the Resource Management staff regarding internal policy procedures and operational changes that will increase the effectiveness of the services and improve the operating tools of the program
  • Assigns, directs, and evaluates work of the subordinate staff
  • Establishes workload priorities, makes assignments based upon the difficulty, complexity, the type of work, and the employee capabilities

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 of AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis for illegal drug use prior to appointment and periodically thereafter
  • Temporary Duty (TDY) Travel may be required 15% or less of the time
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program
  • One year supervisory probationary period may be required.

This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by:

  • Plans, directs, and organizes the entire resource management, program analysis and contracting functions
  • Reviews subordinate's work for technical adequacy, compliance with instructions, and quality and quantity of finished projects
  • Provides solutions for complex and controversial budget, program, and manpower issues
  • Influences management officials regarding major financial management issues
  • Oversees the total operating budget program consisting of separate and distinct budget programs and appropriations

Education
