Summary

This position serves as the Chief of the Passenger Carrier Division. The incumbent directs and manages the Division, within the Office of Enforcement and Compliance and the primary responsibility is the development, implementation, monitoring, and evaluation of the overall goals, objectives, procedures, and methods to improve the safe transportation of property and passenger commercial carriers subject to FMCSA jurisdiction.

The Supervisory Transportation Specialist:

  • Provides overall guidance to a staff of specialists with an in-depth and comprehensive knowledge of the industry as well as applicable laws, regulations, policies, and procedures.
  • Directs the development and administration of FMCSA policies and guidance to implement safety including development of rulemaking support papers in the event of new legislation.
  • Provides guidance and develops strategies to ensure efficient processes are implemented accurately; to assist the motor carrier industry; and determine options to supplement enforcement efforts.
  • Briefs field staff and enforcement program personnel on the customer service process, enforcement efforts, and training initiatives, and when needed, serves as an ad hoc instructor.
  • Provides liaison with the passenger carrier industry through national associations and organizations to provide technical guidance, educate regarding new legislation and policies, and to gather input on activities and initiatives.

The ideal candidate has experience applying analytical and evaluative principles and measurement techniques to evaluate the efficiency and effectiveness of agency-wide programs; expert knowledge of Federal and State government, policies, directives, and other regulatory guidance as it pertains to commercial passenger carriers; skill in oral and written communication to provide technical expertise, policy and procedural interpretations on the policies, directives, and other requirements in a clear, concise manner; and ability to effectively communicate orally and in writing complex and technical information to diverse audiences about FMCSA programs.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework.  The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience building relationships with team members and stakeholders in the development of effective technology and policy safety practices to reduce bus related crashes.
  • Experience leading or supervising others to develop and implement Federal and State commercial passenger carrier regulations, policies, directives, or other regulatory guidance.
  • Experience applying analytical, fact-finding, and problem-solving techniques to interpret Federal safety regulations, policies, and guidelines, and recommend changes to a safety program.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  2. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  3. Problem Solving (‡) - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
  4. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
