Duties

Help
  • You will review and evaluate contractors condition reports and recommendations for additional work and provide rationale for approval or disapproval.
  • You will develop, review, and negotiate modifications to original specifications and new work specifications for work to be accomplished by the contractor.
  • You will provide detailed cost estimates including labor, material, and time.
  • You will ensure work performed by the contractor to be in compliance to applicable plans, specifications, and all contractual requirements.
  • You will accomplish ship inspections of the tasking items and distinguish the interrelationship of systems and parts of systems to determine the feasibility of combining items into single contract specifications.
  • You will maintain material control and investigate availability of material, source of supply, or manufacturers and possibilities of substitutions.
  • You will ensure all facets of work performed meet government quality standards.
  • You will prepare detailed written reports.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires that the selectee be willing and able to climb ladders and scaffolding.
  • This position requires that the selectee be willing and able to go into small/confined spaces.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying shipbuilding methods, practices, and management control systems and their application to the construction, overhaul or repair and testing of surface ships or auxiliary and small crafts; 2) Developing detailed reports, recommendations, correspondence, and contract modifications to include detailed cost estimates including labor, material, and time; 3) Utilizing experience with quality assurance processes and procedures to ensure that government standards are adhered to and that complex ship's systems are functioning to design requirements, ensuring that test results are documented; 4) Reading and understanding blueprints and specifications; and 5) Maintaining material control and investigating availability of material, sources of supply or manufacturers and possibilities of substitutions.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11
Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree

or

LL.M., if related
