Summary

This position is within the Drug and Alcohol Programs Division, Office of Safety Programs, Federal Motor Carrier Safety Administration (FMCSA). The Drug and Alcohol Programs Division provides clear policy guidance to FMCSA personnel, State and local law enforcement, and the motor carrier industry.  You will serve as a Transportation Specialist and be responsible for providing assistance on the Agency’s Drug and Alcohol Clearinghouse.

Duties

Help

As a Transportation Specialist, you will:

  • Serve as a technical lead for the Agency’s Clearinghouse requirements and in addressing program and system issues.
  • Provide advice and guidance in planning, development, and implementation of policies and procedures for the operation of the Clearinghouse. Ensures uniform implementation of compliance procedures through coordination with Field offices and through program evaluation.
  • Act as Agency expert providing technical advice to Agency officials, including senior leadership on all areas of the Clearinghouse, including policy and regulatory interpretations.
  • Coordinate and/or prepare instructional materials to educate and guide FMCSA and industry personnel on the Clearinghouse.

The ideal candidate is a skilled professional with in-depth knowledge of Federal Motor Carrier Safety Administration compliance policies, regulations, and procedures, Federal Motor Carrier Safety Regulations.  FMCSA directives and orders, and precedent.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience with motor carrier policies, procedures, and regulations in the implementation of program goals and objectives.
  • Experience interpreting statutes, regulations directives, orders, policies, and procedures to determine potential impact on Agency goals and objectives.
  • Experience applying analytical, fact-finding, and problem-solving techniques through the interpretation of Federal regulations policies, and guidelines, to recommend programmatic changes.
  • Experience communicating orally and in writing technical expertise and policy and procedural interpretations.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  • Decision Making – Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Manages and Organizes Information – Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
  • Oral Communication – Makes clear and convincing oral presentations. Listens effectively: clarifies information as needed.
