The United States Space Force (USSF) European Command and Africa Command (EUR-AF) at Ramstein Air Base, Germany is searching for a Program Analyst for EURAF (NH-0343-03, GS 12/13 equivalent).

Description:
As the Program Analyst you would lead the Command's Programming and Integration Division, overseeing the SPACEFOREUR-AF SPPBE process while working across the Directorates and CCMD (EUCOM/AFRICOM) staff to develop inputs aligned with National, Service, CCMD, and Component guidance. You would work to resolve programming issues as they pertain to the planning/programming of current and future FYDP cycles, develop and manage 3x Command POM Data Calls, lead the Space Plan-to-Program Integration Working Group, draft/publish the Programming Preparation Instructions (PPI) annually and lead the Command's Corporate Process decision process.

The ideal candidate should have Planning, Programming and Requirements development experience in the formulation and management of the SPACEFOREUR-AF Programming Objective Memorandum (POM) inputs, CCMD (Space-focused) Integrated Priority List (IPL), Strategic Guidance integration into Requirements development and POM submissions.

Key Skills and Abilities:
1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as strategic and tactical airlift, deployment, mobilization, exercise, foreign military sales, PPBS, acquisition, or similar operations.
2. Knowledge of Space Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
3. Knowledge of the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
4. Knowledge of OSD, Federal Budget, and Resource Allocation processes and procedures, to include their relationship to current fiscal year funds execution.
5. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas.
6. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
7. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
  • May be required to work overtime on an unscheduled or emergency basis.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • Position will close in 5 business days or 75 applications.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.
  • Subject to Temporary Duty Assignment (TDY): 45 days a year.
