The incumbent serves as the Local Recovery Coordinator (LRC)/Social Worker for VA Southern Nevada Healthcare System (VASNHS). The LRC serves all Behavioral Health programs in facilitating implementation of recovery-oriented services, which includes education of providers, veterans, and their families on new recovery models of Behavioral Health care. LRC serves as the Early Psychosis Intervention Coordination (EPIC) clinical care team point of contact and will also provide recovery focused training to psychology interns/trainees, post-doctoral fellows, nursing students, social work students, psychiatry residents, and/or medical students as requested, and provide clinical supervision to psychology trainees as requested. The incumbent assumes responsibility for evaluating recovery model implementation efforts at the facility and VISN, if requested, and for ensuring adherence to policies and procedures from the National Recovery Advisory Council and National Recovery Coordinator with regards to recovery model fidelity in local programs. LRC will report to the Chief of Psychosocial Rehabilitation and Recovery (PSR&R) Services.

Duties may include but are not limited to:

  • Serves as a Recovery Liaison to the service, to the overall facility, and to VA leadership councils or committees as appropriate.
  • Incumbent will primarily coordinate recovery activities across Behavioral Health programs, as well as, in other areas as needed. They will function as a leader, champion, and advocate for recovery models of intervention, especially with Serious Mental Illness (SMI) and also serves as a resource to program managers and staff on implementation of recovery-oriented services.
  • Responsible for the development, coordination, and clinical oversight, as the facility SME on peer support operations, for all peer support trainings within Behavioral Health Service and in collaboration with other programs/services where peer support providers are assigned. May also work collaboratively on obtaining approval for continuing education credit through appropriate certifying bodies.
  • Serves as consultant/staff liaison to the Veterans MH Advocacy Council and the Vet-to-Vet Facilitators Program.
  • Serves as the clinical consultant to the Las Vegas and Henderson Vet Centers.
  • Oversees the Early Psychosis Intervention Coordination (EPIC) clinical care team and consultation process.
  • Participates actively in Performance Improvement (PI) activities, including taking lead on SMI related SAIL measures as assigned.
  • Participates fully in peer review, assessing the quality of professional social work standards provided in the organization and consults in peer review processes related to the assessment of recovery-oriented principles.
  • Participates in local, VISN, and national committees/community networking activities as requested by BHS or facility leadership.
  • Completes and submits to VISN/VACO a strategic plan to direct recovery transformation at the local facility. The LRC must review and update the plan, at minimum, every 3 years with mental health leadership to continually improve the local recovery transformation.
  • Meets monthly via conference call with other VISN Local Recovery Coordinators to establish a VISN level response to recovery programs issues and implementation of VACO policies and procedures related to recovery.
  • Serves as the primary lead in coordinating and facilitating the annual Mental Health Summit as required by the Office of Mental Health and Suicide Prevention (OMHSP).
  • Promoting activities and events to eliminate stigma associated with mental illness such as Mental Illness Awareness Week (MIAW), Mental Health Month, Disability Employment Awareness Month, National CWT Vocational Rehabilitation Recognition Week, and Recovery Week.
  • Participate actively in all VA medical facility workgroups addressing inpatient mental health units, environment of care, and transformation to ensure recovery-oriented practices.
  • Participate in National Local Recovery Coordinator calls and serve on at least one National LRC Work Group.
  • Implements measures, with guidance from the NRC, to assess recovery policy and procedure adherence, as well as assess the extent that the recovery model is embodied in BH programs, and other programs as needed.
  • The Local Recovery Coordinator/Clinical Social Worker practices independently, using professional judgment and expertise to make decisions about services and treatment provided to veterans and their significant others.

Qualifications

Basic Requirements:

  • Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the 4 accreditation standards for a Masters of Social Work.
  • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grandfathering Provision. The following is the standard grandfathering policy for all title 38 hybrid qualification standards. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/registration requirements that apply to this occupation. (1) All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (2) Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. (3) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (4) Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (5) If an employee who was retained in an occupation listed in 38 U.S.C. ยง 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

Grade GS-13

Licensure/Certification.
Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure.

Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. (a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Knowledge of organizational structure and impact on program operations
