Duties

Help
  • You will manage and direct the efforts of a multi-sector team to provide expert and professional management, consultation, advice and assistance to Program Management on training and training systems acquisition support.
  • You will plan, program and budget for the execution of MPT programs including the initial acquisition, development and introduction of new systems training of Amphibious, Auxiliary, Command, Surface Combatant and Mine Warfare Ships.
  • You will manage and direct development of NTSP requirements for equipment introduced by other Participating Managers (PARM).
  • You will acquire and allocate the necessary MPT resources through the Planning, Programming, Budget and Execution System (PPBES) process.
  • You will develop and direct/or execute the delivery for new equipment (Pre-commissioning and replacement crew training) and administer development and execution of training delivery for new equipment introduced by PARMS.
  • You will provide expert advice and guidance to the fleet by taking or directing action to resolving program issues identified by customer feedback on MPT issues.
  • You coordinate and direct the development and review of new and revised Navy Enlisted Classification (NEC) packages and changes to Navy Enlisted Occupational Classification Standards (NEOCS).
  • You will monitor progress of Crew Stabilization Plans (CSP) and Crew Scheduling and Phasing Plans (CSPP).
  • You will assess manpower, personnel and training impacts for proposed ship alterations in the SHIPMAIN process.
  • You will interface with engineering and scientific experts, as well as program managers, senior officials (including flag and senior executives) within Government and industry.
  • You will direct manpower analysis efforts through the development and maintenance of workload requirements, processes, models and analysis.
  • You will direct all aspects of assigned product lines including requirements management, systems engineering, systems evaluation, and equipment integration.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band (NH-2) or grade level (GS-11) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing and directing program requirements to support the acquisition, development, and introduction of new systems for surface ships.
