Duties

Help
  • Advise on performance management systems such as the MRDC Personnel Demonstration Project (PDP)
  • Track performance objective worksheets and performance appraisals
  • Maintain civilian rating scheme
  • Support PDP performance payout process including training paypool managers, reviewing reports, and resolving errors
  • Conduct data extraction and analysis for recruitment, sustainment, retention trends and workforce demographics
  • Participates in meeting and working groups to safeguard Personally Identifiable Information (PII)
  • Utilize word processing, spreadsheets and slide software in order to brief the Command leadership
  • Coordinate personnel actions in automated systems
  • Ensure personnel service contracts are funded using procurement systems
  • Manage Table of Distribution and Allowances (TDA) actions for the organization
  • Provide personnel support and disseminate personnel management documents
  • Manage all issues and matters related to civilian hiring, reassignment, professional development, incentive awards, performance management, job descriptions and promotions
  • Advise commander on all issues related to civilian personnel matters

USAMRDC is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13, Step 01 to GS-14, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. MINIMUM QUALIFICATIONS:

Specialized Experience: One year of specialized experience which includes experience: (1) participating in position description development, hiring, training, awards and/or performance management activities, (2) managing an organization's TDA (Table of Distribution and Allowances) in order to track manpower strength and losses, (3) applying Army Civilian human resources management principles, regulations and concepts to develop resolutions for complex human resources issues, and (4) advising Senior level leadership on matters regarding civilian human resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03/GS-12).

EDUCATION:

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas:

  • Organizational Awareness

Education

  • Extended Probationary Period: The length of the probationary period for the Engineers and Scientists Occupational Family will be three years. The probationary period for all other occupational families will be two years.
