  • Serves as warranted Contracting Officer for actions above 10 million dollars.
  • Provides direction and guidance through subordinate supervisors/team leaders to a group of professional, technical, and support personnel engaged in managing, directing, and coordinating all aspects of a major defense acquisition program.
  • Manages the full range of negotiations, award, modification, management/administration, and termination of contracts encompassing the full range of diverse and extremely complex types (including the application of new and advanced concepts).
  • Reviews negotiation strategies on major procurements and provides direction and guidance as required on a variety of types of contracts and special purpose contracts and agreements.
  • Applies procurement laws, rules, regulations, decisions, and sound business judgment on all contractual actions for the procurement of equipment such as spare and repair parts, components, aircraft/missile systems and subsystems.
  • Performs the full range of administrative and technical supervisory duties.

Qualifications

To qualify for a Supervisory Contract Specialist your resume and supporting documentation must support:

A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.

B. Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position.

C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Leading, guiding, and mentoring employees in order to deal with complex problems.
  • Interpreting and applying current Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR) Supplement, and local agency purchasing regulations, policies, and procedures to accomplish the work.
  • Reviewing simplified and formal acquisitions.
  • Creating and maintaining program milestones.
  • Briefing and providing statuses to senior and mid-level managers on program status, objectives, challenges, and opportunities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Position is a DoD Critical Acquisition Position & requires DoD Acquisition Contracting, Level 3 certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years and sign a written agreement to remain in Federal service in the position for at least three years.
