Duties

Help

This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB),Assistant Administrator - HQ Operations - Scientific Services Division.

As a Chemist, you will:

  • Perform examinations on samples and/or formulas of regulated commodities, including the most complex examinations without technical guidance, using scientifically sound and applicable procedures, and provide expert level regulatory interpretation of analytical data.
  • Prepare technical reports, research papers, position papers, memoranda, and documents that are accurate, including clear recommendations for policy decisions.
  • Formulate, guide, and implement technical capability enhancement projects or program development activities across the division.
  • Take a leadership role in the continual improvement of the laboratory's data systems (e.g., FONL, LIMS) and to the quality and safety programs by suggesting division-wide changes and leading multi-lab workgroups.
  • Represent the laboratory on scientific and regulatory issues in professional meetings, negotiations with government officials, members of industry, and/or professional organizations/associations; defending findings and recommendations as necessary.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes:
- Examining samples or formulas for products using at least one of the following analysis tools: Gas Chromatography Isotope Ratio Mass Spectrometry (GC-IRMS), Gas Chromatography - Tandem Mass Spectrometry (GC-MS/MS), Liquid Chromatography with Tandem Mass Spectrometry (LC-MS/MS) or Inductively Coupled Plasma Mass Spectrometry (ICP-MS); AND
-
Applying U.S. laws or regulations to regulated products and regulated industry practices; AND
-
Following ISO 17025 standards & protocols for chemical laboratories.

Education

Education Requirements:
To be eligible for this position you must meet the minimum basic educational and/or work experience requirements for chemist positions in the federal government.

This includes:
A. Degree: in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least six semester hours of physics.
OR
B. A combination of education and experience: course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least six semester hours of physics, plus appropriate experience, or additional education.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
