The Air Traffic Organization (ATO) has 35,000 controllers, technicians, engineers, and support personnel whose daily efforts keep aircraft safe, separated, and on time. Air Traffic Services provides safe, secure, and efficient management for the National Airspace System and international airspace assigned to U.S. control. We are responsible for more than 5 million square miles of airspace in the U.S. and more than 24 million square miles over oceans.

The Deputy Vice President (DVP), Air Traffic Services located in the Air Traffic Organization is responsible for all aspects of air navigation services and organizational and programmatic activities related to the management of Airport Traffic Control Towers (Federal and Contract), Terminal Radar Approach Control facilities, Air Route Traffic Control Centers, and Combined Control Facilities used to guide aircraft through their various phases of flight.

The DVP oversees and has direct line authority over a multi-layered, geographically dispersed organization comprised of five directorates and a combined staff of over 18,000 employees, including five (5) executives and 36 senior managers responsible for providing safe, effective and efficient air traffic services throughout the National Airspace System (NAS). The DVP manages a budget of approximately $336 million.

Principal Responsibilities

  • Manages the development of policies, technical standards, and procedures related to air traffic services, daily and future capabilities and operations, real-time operations measures, organizational performance metrics, and information delivery to decision-makers and financial management.
  • Supports field operations and integrates new capabilities and emerging technologies into the NAS.
  • Oversees the implementation of national ATO policies, standards, and procedures for the operation of national air traffic control services within the NAS, including civil and military aircraft.
  • Directs daily air traffic services within the Eastern, Central, and Western Service Areas. Oversees the development of policy required to increase the capacity of air traffic services within the Service Areas. Evaluates current processes, policies, and orders and ensures field understanding and compliance.
  • Evaluates the cumulative impact on air traffic operations caused by NAS modernization efforts, new entrants into the NAS, and Unmanned Aircraft Systems (UAS) and Commercial Space Operations.
  • Directs air traffic operations to continually improve levels of service to customers by reviewing projects and programs to ensure they are aligned with long and short-term ATO and FAA goals, objectives, and plans. Establishes and refines objectives to support those goals and plans.
  • Interacts with senior executives and managers within the FAA, key representatives of Congress, the military, other Federal agencies, state and local governments, interagency/industry committees, national groups, and the aviation industry on all matters about air traffic services.

Qualifications

Describe ways that you have mentored and developed employees and built individual and team performance. Discuss how you have established and led teams to deliver products and services.   3. LEADERSHIP REQUIREMENT: Do you have experience building relationships? If yes, describe (1) the types of individuals with whom you routinely collaborate; and (2) the purpose and outcomes of the communication. Discuss your experience in communicating and cooperating with others to achieve goals. Provide examples of how you have built relationships to achieve consensus and how you were able to obtain the cooperation of others with competing priorities and perspectives. Describe how you effectively communicate information within and outside of your organization.
  4. LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.
  5. TECHNICAL REQUIREMENT: Experience leading, overseeing, and setting strategic direction for a large aviation organization responsible for daily air traffic operations and ensuring the safety and efficiency of the National Airspace System (NAS).
