Summary

This position is located on the State Conservation Engineering Staff, Natural Resource Conservation Service (NRCS) in Manning, South Carolina.

The incumbent is responsible for providing administrative support to the office. Responsibilities relate primarily to financial management, purchasing, leasing, contract management services, and office management. This position is non-exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).

Duties

Help
  • Serves as timekeeper for the state and is responsible for verifying the time and attendance information that has been entered into WebTA timekeeping system.
  • Prepares and/or reviews travel authorizations and vouchers for all state employees via CONCUR.50 characters per text box.
  • Assists with the preparation of agreements (contribution, cooperative, operational) and other fund-obligating documents as needed, by direct communication with Conservation Partners, Program Technical Contact and Grants and Agreements division staff.
  • Initiates personnel actions as instructed by the supervisor, including preparation of forms SF-52 and associated documentation (position description updates, etc.) to be submitted through the Employee care Center (ECC) for action.
  • Assists new staff with Information Technology (IT) needs and coordinating access to USDA network through the submission of proper forms (e.g. NRCS-IRM-003, AD-1143).
  • Purchases supplies, equipment and services through Office Max, GSA Advantage, and open market procedures such as blanket purchase agreements, or government purchase card within delegated authority.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:

GS-07

Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-06 grade level in the Federal service, performing the following duties:

  1. Utilizing computer programs to produce a variety of correspondence, documents, spreadsheets, and reports;
  2. Assisting with procuring supplies, equipment, and services for an organization;
  3. Utilizing an automated timekeeping system to report time and attendance information; and
  4. Tracking and reporting budgetary information and status of funds.

Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties:
  1. Utilizing computer programs to produce a variety of correspondence, documents, spreadsheets, and reports;
  2. Assisting with procuring supplies, equipment, and services for an organization;
  3. Providing guidance and training to employees on timekeeping, leave regulations, and policy;
  4. Tracking and reporting budgetary information and status of funds; and
  5. Communicating information to field staff through periodic meetings and/or trainings.
