Duties

Help

In this position, you will serve as a Budget Analyst under the direction of the Deputy Chief Financial Officer (DCFO) providing support in the formulation, execution, and presentation of the Arts Endowment's budget. Typical work assignments include:

  • Assisting the Deputy Chief Financial Officer (DCFO) in planning, developing and formulating the Arts Endowment's budget presentation to the Office of Management and Budget (OMB) and Congress.
  • Reviewing requisitions, travel authorizations, and travel vouchers for consistency with applicable regulations and agency policy, and assisting with audit activities, process documentation, and vendor set-up with the NEA's financial system.
  • Assisting in the formulation of grant-making and administrative fund allocations and working with the Deputy Chief Financial Officer in resolving funding issues with agency offices.
  • Supporting Office of the Chief Financial Officer (OCFO) with monitoring current year budget execution, including allocations and obligations of appropriated funds, interagency transfers and gift funds.
  • Providing Agency leadership with monthly/quarterly budget obligation, expenditure, and carryover balance reports and assisting in year-end closeout of appropriated, interagency, and gift fund accounts.

Qualifications

Minimum Qualifications:

GS-09: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  1. Assisting with developing and formulating budget analysis and documents; and
  2. Tracking allocations using a financial management system, spreadsheets, and database software programs; and
  3. Assisting in the development of reports on budget matters.
OR Have successfully completed two years of progressively higher-level graduate education leading to a Master's degree (or LL.B. or J.D., if related), in a field which provided the knowledge, skills, and abilities necessary to do the work of the position.

OR Have a combination of specialized experience and graduate level education, as described above, that when combined, equals 100% of the total requirement. (Please note: Only graduate education in excess of the first 18 semester hours may be used in this calculation).

GS-11: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  1. Assisting in the formulation of grant-making or administrative fund allocations; and
  2. Assisting with the review of requisition of goods and services; travel authorizations, and vouchers; and
  3. Assisting with creating and maintaining budget obligations, expenditures, and carryover balance reports; and
  4. Performing in-depth analysis and developing reports on budget matters.
OR Have successfully completed three years of progressively higher-level graduate education leading to a PhD (or LL.M., if related) in a field which provided the knowledge, skills, and abilities necessary to do the work of the position.

OR Have a combination of specialized experience and graduate level education, as described above, that when combined, equals 100% of the total requirement. (Please note: Only graduate education in excess of the first 18 semester hours may be used in this calculation).
