Duties

Help

  1. Assists with various human resources programs, projects, and initiatives.
  2. Investigates sensitive and/or complex employee relations matters from start to finish, including conducting thorough intake, leading effective investigations, documenting findings, and following up with all relevant parties.
  3. Compiles, prepares and maintains relevant documentation to create timely and comprehensive written investigative reports that clearly identify the issues investigated, reference relevant organization/department policies, and make recommendations for resolution in the executive-level summary.
  4. Reviews and approves SAA employee requests for Family Medical Leave and Leave Share. Maintains and secures sensitive documentation relating to these requests.
  5. Serves as the lead for off-boarding SAA staff to include preparing documentation, following procedures, and ensuring timelines are met.
  6. Conducts briefings on administrative processes, procedures and practices.
  7. Assists with disseminating information to staff on Performance Management and Career Path standards.
  8. Manages and maintains employee information system.
  9. Maintains awareness of changing human resources policies and procedures and notifies the SAA's Chief Administrative Officer and Deputy Chief Administrative Officer when updates are needed.
  10. Assists with the development and implementation of documents and procedures relating to human resource programs and projects and provides recommendations for process improvements.
  11. Assists with updating office policies.
  12. Serves on the House Officers' and Inspector General's Human Resources Task Force.
  13. Assists with the coordination of training programs and logistics.
  14. Assists SAA's Chief Administrative Officer and Deputy Chief Administrative Officer with special projects.
  15. Assists with special events as needed.
  16. Performs other duties as assigned.
Knowledge, Skills, and Abilities:

Incumbent should have a working knowledge of all aspects of the Human Resources section of the Administration Division, as well as a broad understanding of the Office of the Sergeant at Arms (SAA) and all applicable legal requirements, House Rules, Committee, and SAA policies, knowledge of policies and procedures of the House of Representatives and SAA; knowledge of human resources principles and practices, knowledge of the Congressional Accountability Act; knowledge of the House Employees Position Classification Act; knowledge of the Family Medical Leave Act; ability to independently research, analyze and interpret facts and data in order to plan, organize, and conduct personnel investigations of substantial scope and complexity; ability to present complex and sensitive information, issues or concerns to officials at various organizational levels and effectively present findings and provide advice and guidance; ability to analyze various informational sources, draw conclusions and prepare reports; ability to prepare and deliver trainings and briefings to disseminate information to SAA staff and leadership; excellent organizational skills; excellent oral communications skills; strong written communications skills; strong computer skills to include the use of MS Office suite applications; detail oriented; professional telephone manner; ability to listen carefully and respond in a tactful and courteous manner to requests and inquiries from SAA staff; ability to maintain confidentiality while handling sensitive employee issues; ability to work well under pressure and maintain a professional and courteous work disposition; ability to independently make decisions while knowing when to escalate; ability to develop and maintain effective working relationships within the Congressional community; and ability to identify issues, evaluate information and make logical recommendations for resolution.

Work Schedule:

Full-time, permanent. Monday - Friday. Hours: 9:00 a.m. - 5:30 p.m. Must be able to work outside of normal business hours, when necessary.

Qualifications

Bachelor's degree or equivalent work experience. Must have four or more years of experience in human resources or related field. Employee Relations experience preferred. House experience preferred. Must be able to successfully pass a criminal history records check.
