This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for the Criminal Investigation Division (CID) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serve as an Investigative Analyst responsible for developing, coordinating, implementing, and overseeing the Criminal Intelligence program for geographically disbursed serviced areas of responsibility. Position located in Quantico, VA.

Duties

Help
  • Formulate information source search strategies, reviewing data to identify patterns and relationships across financial, criminal, public record, and other information.
  • Consolidate and evaluate incoming suspicious activity, threat, and criminal intelligence data and information, ensuring any necessary follow-up actions have been initiated.
  • Extract and organize statistical data for command feedback.
  • Oversee suspicious activity, threat, and criminal intelligence collection within the area of responsibility; provides advice and counsel to individuals responsible for each program and works to prepare reports, statistical data, etc.
  • Perform site visits for the purpose of providing assistance to criminal intelligence programs.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must sign DA Form 5019-R and must pass urinalysis testing as required prior to appointment and periodically thereafter. Position subject to random drug testing IAW AR 600-85.
  • MOBILITY AGREEMENT: Must agree, in writing, to comply with management directed permanent change of station (PCS) movement and/or deployment to support overseas contingency operations in order to meet mission requirements.
  • This position may require working irregular shifts.
  • This position requires TDY travel up to 25% of the time.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • One year trial/probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as:

GS-09:
One year of specialized experience which includes: perform investigative support tasks, and collect and disseminate criminal and/or threat information. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

GS-11: One year of specialized experience which includes: analyze a variety of criminal and threat intelligence sources and extract pertinent data for database retention and dissemination. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

GS-12: One year of specialized experience which includes: develop criminal intelligence programs, analyze criminal intelligence data to provide advanced notice of criminal and/or terrorist activities, and serve as a liaison to exchange pertinent information on criminal matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

GS-09: Master's degree from an accredited university or have at least 2 years of study leading to such degree related to the position, that would otherwise substitute for specialized experience. (If you select this choice, you MUST provide a copy of your official transcripts with your application to receive credit.)

GS-11: Ph. D or equivalent Doctoral degree from an accredited university, or have at least 3 years of study leading to such degree related to the position, that would otherwise substitute for specialized experience. (If you select this choice, you MUST provide a copy of your official transcripts with your application to receive credit.)

GS-12: you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at this level.

Combining Education and Experience:

GS-09: Having some specialized experience (as described in the GS-09 qualifications), but less than one year; and more than one year but less than two years of education as described in B. The total must be at least 100%.(To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

GS-11: Having some specialized experience (as described in the GS-11 qualifications), but less than one year; and more than two years but less than three years of education as described in B. The total is at least 100%.(To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
