As a Business Innovation Officer, you will:

  • Analyze and interpret specific system requirements for their viability against the business objectives.
  • Research information to understand or update artifacts (e.g. data dictionary, business rules) about an existing or new business system.
  • Provide ongoing maintenance of systems as changes occur in business processes or to accommodate user needs.
  • Perform special analysis of business innovation issues related to policies, practices, systems, and resources required to carry out programs to include theories, practices, and procedures governing the NCUA.
  • Recommend new or revised NCUA's policies, procedures, and practices to ensure business processes match the capabilities of the selected technology solution and remain effective with achieving NCUA's objectives and in compliance with all requirements.
  • Document requirements using project templates for tracking and reporting purposes utilizing requirement categories to delineate functional, non-functional, and operational changes.
  • Facilitate discussions and conduct focus groups with stakeholders to gather requirements and develop as-is and to-be models, editing and updating any existing models as necessary to support business innovation initiatives.
  • Evaluate current Agency policy and procedures and their fit with the selected technology solution.
  • Work independently and closely with the Office of General Counsel (OGC), the office of primary interest, and other key stakeholders to develop and implement changes to NCUA Rules and Regulations, policy, and procedures to meet agency objectives and ensure compliance with all requirements.
  • Conduct requirement validation studies by cross-referencing with other stakeholders and obtain buy-in. Facilitate prioritization by collaborating and negotiating among the various users.
  • Recommend workarounds, value additions and remove solution bottlenecks for the stakeholders. Aid in development, configuration, and testing of the technology solution.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

To qualify for this position you must have at least one full year of specialized experience equivalent to the CU/GS-13 level obtained in the private or public sector.

Specialized experience for this position is defined as experience:

  1. Facilitating discussions with stakeholders to define business requirements for new or updated processes and/or technology solutions to meet an agency/company needs; and
  2. Collaborating with stakeholders to develop agency policies and/or procedures to ensure alignment and effectiveness with business processes.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy.

The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of 16.32% for the Rest of the U.S. (RUS) geographical area. Actual salary will be determined upon the location of the selectee and the applicable locality pay, per the NCUA's CU pay table, will be applied. The locality rates, by location, can be found on the NCUA Careers webpage under the Salary Information section.
