Duties

Help
  • You will counsel clients on the full range of government acquisition-related issues, including the preparation and review of acquisition strategies and other elements of acquisition planning.
  • You will provide legal advice on questions of fiscal law, and interpret applicable statutes, regulations, and policy guidance.
  • You will practice law predominantly in the area of federal procurement and manage challenging acquisition portfolios, including major weapons systems that are critical to the future of the Department of the Navy.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications

Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

To be eligible for selection at the GS-11 (or equivalent) level, recent law school graduates and
applicants with less than one year of legal experience must have graduated in the top third of their
law school class or must present other evidence of clearly superior accomplishment or achievement
such as work or achievement of significance on an official law school law review or journal, winning
a moot court competition, membership on the law school's official moot court team, or membership
in the Order of the Coif.

To be eligible for selection at the GS-12 level, the applicant must have two years of recent and relevant professional legal experience at the GS-11 (or equivalent) level or be a current GS-12 (or equivalent) attorney within the Federal government.

For GS-11 and GS-12 level positions only, a second professional law degree (LL.M.) that required at least one full academic year of graduate study may be substituted for one year of professional legal experience.

To be eligible for selection at the GS-13 level, an applicant must have in excess of two years of recent and relevant professional legal experience.

To be eligible for selection at the GS-14 level, an applicant must have three-and-one-half years of recent and relevant professional legal experience.

To be eligible to be selected at the GS-15 (or equivalent) level, the applicant must have at least five-and-one-half years of relevant legal experience with substantial experience in federal acquisition law.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

The successful candidate must be a U.S. citizen, have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be considered for placement at HQ or NAWCAD. Applicants will be evaluated on:
(1) the depth, breadth, quality of their relevant experience to the position being filled as stated above,
and academic credentials; 2) their ability to work both independently and as part of a team; 3) their
ability to work well with clients and colleagues and develop strong attorney-client relations; and 4)
their research, analytical, writing skills, and oral communication skills. Experience in handling
issues related to major weapons systems acquisition will be considered a plus for the NAVAIR HQ
positions.
