  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower pay band, NH-01 (GS-04 Equivalent) level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Knowledge of Foreign Military Sales policies and procedures.
  • Knowledge of DON management information system/office automation applications, principles, and practices to include the following IT systems: DSAMS, CEPT, SCIP, Information Warehouse, and other security assistance systems and tools.
  • Ability to communicate effectively and interact with senior level U.S. government officials, U.S. industry and foreign officials orally and in writing.

Education

FOR NH-02: The Office of Personnel Management (OPM) authorizes substitution of education for the position at the NH-02 level, as follows:

1) Successfully completing a four year course of study leading to a bachelors degree or higher from an accredited institution of higher learning.

OR

2) A combination of experience and education.

This announcement uses the Acquisition Workforce Personnel Demonstration Project (AcqDemo) Business & Technical Management direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project.

The NH-02 broadband level encompasses positions equivalent to GS-05 through GS-11.
