As Executive Director of the Office of Strategic Planning and Analysis, the incumbent has responsibility for developing and coordinating VHA's national planning guidance, directing VHA's strategic planning efforts, and providing guidance and technical expertise to key VHA officials on matters relating to VA-wide health care facility infrastructure policy and strategies and for capital asset management within VHA. This includes the following duties and responsibilities:
- Leads, manages, directs the formulation and analysis of health care related policy and planning issues; develops, analyzes, implements, and coordinates system-wide planning goals, requirements, and procedures including evaluative tools and planning models to support the Department and VHA operations, program development and policy issues.
- Leads and manages the assessment of key trends in health care and translating them as appropriate into strategic guidance for VHA. Manages strategic issues for policy formulation and resolution by the organization.
-Prepares directives, regulations and other policy documents based on decisions by the National Leadership Council Strategic Directions Committee and the Under Secretary for Health (USH). Assesses, develops, and implements policy and planning information resources and tools.
- Analyzes VISN planning documents to identify policy issues that need further development and resolution. Analyzes national documents such as Congressional bills, OMB guidance, and external reviews to identify policy issues that impact on VISN planning. Leads, directs, coordinates and prepares national analyses and reports related to health care planning.
- Operates with delegated broad authority and responsibility for the administrative coordination, analysis, and review of the studies associated with health care delivery and capital asset planning throughout VHA. Provides expert advice to the ADUSH for Policy and Planning, Principal Deputy Under Secretary for Health (PDUSH), Deputy Under Secretary for Health for Operations and Management and USH in the development and implementation of the strategic plans associated with capital asset planning.
- Conducts program evaluations. Develops information and processes for complying with legislative and congressional requirements for reports and information on VHA's strategic capital asset program. Leads and/or plans research, develops and provides information and tools to be used by VHA headquarters and field managers in support of strategic planning and strategic capital asset program planning.
- Provides policy direction, expert advice and guidance to VHA managers on aligning and integrating capital

B. TECHNICAL QUALIFICATIONS (TQ):
TQ 1: Demonstrated experience and expert knowledge of healthcare administration, which includes formulation, analysis, and development of legislatively mandated health care delivery programs.
TQ 2: Demonstrated experience and expert knowledge in healthcare system design, healthcare data management at the strategic level, strategic analysis that includes integration of analytics and modeling to assess and evaluation enterprise-wide integrated health systems.
